Job description

About The Role

Join Balfour Beatty's Regional Civils division and play a key role in delivering one of the UK's most significant decarbonisation projects. As a Senior Quantity Surveyor, you'll be part of the team delivering works on the landmark Net Zero Teesside (NZT) project, an industry-leading development that aims to kick-start the decarbonisation of the Teesside industrial cluster and help create the UK's first zero-carbon industrial cluster.

Working within our UKCS Regional Civils business, you'll contribute to the successful delivery of a complex programme of industrial infrastructure, including sub-stations, control rooms, storage facilities, welfare and laboratory buildings, and water treatment plants. The wider project comprises a large-scale power generation plant with an advanced post-combustion carbon capture system, placing NZT at the forefront of sustainable energy infrastructure and innovation.

This is a unique opportunity for an experienced Senior Quantity Surveyor with a strong background in commercial management, change control and administration of compensation events to apply their expertise on a nationally significant project. Working as part of Balfour Beatty's Regional Civils division, you'll be instrumental in managing project change, maximising commercial opportunities, and ensuring robust commercial governance across a complex and technically challenging programme of works, while helping to deliver infrastructure that will support the UK's journey towards a lower-carbon future.

What you'll be doing

  • Managing all commercial and contractual aspects of designated work packages, ensuring effective cost control from initial estimates through to final account settlement.

  • Supporting the Commercial Manager/MQS in the successful delivery of the Net Zero Teesside project, maintaining commercial governance and ensuring compliance with contractual requirements.

  • Taking a lead role in the management of client change, identifying, pricing, negotiating and securing agreement of compensation events in a timely manner.

  • Ensuring contract adherence across the project, proactively managing commercial risks and opportunities to protect and enhance project performance.

  • Producing robust valuations, forecasts, cost reports and commercial submissions to support effective decision-making throughout the project lifecycle.

  • Minimising project costs while maximising value for money, ensuring the required standards, quality and project objectives are achieved.

  • Developing and maintaining strong working relationships with project teams, clients, supply chain partners and key stakeholders to drive successful commercial outcomes.

  • Managing subcontractor procurement, administration and account management, ensuring contractual obligations are met and commercial performance is maximised.

  • Providing commercial support to project delivery teams, offering expert advice on contractual matters, change control and cost management.

  • Leading, managing and developing less experienced members of the commercial team, providing day-to-day guidance, support and technical expertise.

  • Mentoring and coaching Assistant Quantity Surveyors and Quantity Surveyors in their professional development, including supporting their journey towards chartership and professional qualifications.

  • Contributing to the continuous improvement of commercial processes, helping to drive best practice across Balfour Beatty's Regional Civils division.

  • Ensuring accurate records are maintained to support commercial reporting, change management and the successful agreement of final accounts.

Who we're looking for

  • Proven experience as a Senior Quantity Surveyor within major construction, civil engineering, infrastructure or industrial projects.

  • Strong commercial management experience with the ability to manage project costs from initial estimates through to final account settlement.

  • Demonstrable expertise in change control, including identifying, pricing, negotiating and securing agreement of compensation events under NEC contracts.

  • A thorough understanding of contract administration, contractual compliance and the management of commercial risk and opportunity.

  • Experience of working closely with clients and project teams to ensure timely agreement of change and successful commercial outcomes.

  • Strong knowledge of cost reporting, forecasting, valuations and commercial governance processes.

  • The ability to minimise project costs, maximise value for money and maintain the highest standards of quality and performance.

  • Proven experience managing subcontractor accounts and maintaining effective commercial relationships across the supply chain.

  • Excellent negotiation, communication and stakeholder management skills, with the confidence to influence decisions at all levels.

  • Experience leading, managing and developing Assistant Quantity Surveyors, Quantity Surveyors or other junior commercial professionals.

  • A passion for mentoring and supporting colleagues on their journey towards professional qualifications and chartership.

  • Membership of a relevant professional institution, such as RICS, CICES or CIOB, ideally at Chartered status.

  • A proactive and collaborative approach, with the ability to thrive in a fast-paced and complex project environment.

  • Strong analytical and problem‑solving skills, with a keen eye for detail and commercial opportunity.

  • A commitment to delivering safe, sustainable and commercially successful outcomes on major infrastructure projects.

Desirable

  • Previous experience working on NEC contracts in a change-driven environment.

  • Experience on large-scale industrial, energy, power generation, process engineering or decarbonisation projects.

  • Chartered status with RICS, CICES or CIOB.

  • Experience working within a principal contractor environment on complex, multidisciplinary projects.
