Job summary

Balfour Beatty plc in Scotland seeks a Senior Commercial Manager to lead end-to-end commercial and financial management on major projects, from inception and tendering through to contract negotiation and delivery. You will oversee risk, procurement strategy, and reporting while guiding the commercial team.

  • Prepare the monthly CVR and associated commercial reports.
  • Report and explain the commercial progress to senior divisional staff.
  • Establish client supply chain requirements and advise on contract forms and procurement arrangements.
  • Oversee training and development within the commercial team.

About the role

ASenior Commercial Manageris responsible for the end‑to‑end commercial and financial management of major, complex projects, often valued in the hundreds of millions of pounds. This includes oversight from project inception and tendering through to contract negotiation and commercial delivery across one or more significant schemes.

As a core member of the project or Business Unit senior leadership team, the role carries full accountability for the commercial and financial performance of the project(s) or Business Unit. Senior Commercial Managers are highly experienced professionals who have progressed through the industry and bring a broad skill set encompassing risk management, procurement strategy, financial control and reporting, and supply chain management.

They demonstrate strong commercial acumen, effective client and stakeholder engagement, sound project management capability, and confident leadership of commercial teams. In addition, they possess extensive construction industry knowledge, adaptability, and strong negotiation skills. Typically, they will have a proven track record in building, developing, and leading high‑performing commercial teams and will be a Chartered Member or Fellow of RICS, ICES, or CIOB.

The role also requires acting as a mentor and role model, supporting the development of commercial staff progressing towards professional qualification.

What you'll be doing
  • Provide commercial input to Value Engineering reviews for different forms of construction.
  • To co-ordinate the commercial team to ensure programme issues are identified and actioned.
  • Manage the preparation of the monthly CVR and associated commercial reports.
  • To be able to report and explain the commercial progress to senior divisional staff.
  • Establish client supply chain requirements & advise on alternative forms of contract & procurement arrangements.
  • Application of legislation and ability to liaise with legal experts
  • Preparation of Estimates & Tender submissions including the interpretation of specifications & preambles
  • Co-ordination of buying, accounts, production control/planning, supply chain management & procurement techniques, estimating & surveying functions
  • Management of disallowed cost
  • Oversees & gives advice on training & development including professional
Who we're looking for

Essential Experience:

  • Exceptional negotiation, leadership and communication skills are required, coupled with an ability to influence through others.
  • Proactively develop, mentor and coach immediate and wider team members to ensure development of talent and succession within the team.
  • Demonstration of working to deadlines including effective delegation, working efficiently and to a high standard.
  • Excellent communication skills with all internal and external stakeholders.
  • Demonstration of resilience and determination to succeed (achievement focus)
  • Proactively manage opportunities, risks and threats
  • An organised, innovative and creative Senior Commercial Manager with in-depth knowledge and experience of working on Projects and Portfolio’s.
  • Leading on collating costs and maximising value on a large project or portfolio of projects.

  • BSc or MSc in Quantity Surveying or experience equivalent.
