Gloucestershire County Council is seeking a Senior Procurement Officer to lead compliant procurement projects and provide commercial advice across a broad portfolio. You will engage stakeholders, develop strategies and drive value for public services, with a focus on sustainability and governance.

You’ll join the Logistics & Resources Team, supporting ICT, digital and corporate procurements while upholding governance and social value.

Qualifications

• Strong technical expertise and track record in public sector procurement and contract management.
• Experience using procurement and contract management systems and leveraging data for decision-making.
• Experience leading complex procurement projects and providing commercial advice to stakeholders.
• Strong research and analytical skills.
• Ability to work autonomously and thrive in a fast-paced environment.
• Ability to build and manage strategic supplier relationships and support positive commercial outcomes.

• Leading and delivering compliant procurement and commercial projects across a diverse portfolio of goods, services and works.
• Producing clear, robust procurement documentation that delivers value for money and supports successful procurement outcomes.
• Developing commercial strategies and driving continuous improvement.
• Proactively engaging with stakeholders, suppliers and the wider market to shape requirements and opportunities.
• Providing commercial advice and support to stakeholders, contributing to governance reports and business cases.
• Ensuring procurement activities align with legislation, governance frameworks and audit readiness.
• Supporting supplier relationship management and performance improvement to maximise value.
• Championing sustainability, climate objectives and social value throughout the procurement lifecycle.
• Building strong relationships across the directorate, council and external partners.
