Job summary

Gloucestershire County Council is seeking a confident and commercially minded Senior Commissioning Manager to lead the Adult Social Care Contracts Team. You will oversee a diverse portfolio of contracts, ensuring strong supplier performance, contractual compliance and value for money while driving data quality and performance insight.

Hybrid working is available to balance service needs and staff flexibility.

Qualifications

• Significant leadership and management experience, with a strong track record of leading teams and improving ways of working.
• Experience managing complex contractual arrangements and large service portfolios.
• Understanding of contract management frameworks, governance and assurance.
• Experience using contract management or commissioning systems, performance data and dashboards to support oversight and decision-making.
• Strong negotiation, influencing and stakeholder management skills.
• Experience managing financial and contractual risk while delivering value for money.

Responsibilities

• Provide strong day-to-day leadership, line management and development for the Contracts Team.
• Lead a diverse portfolio covering regulated care and support services and other commissioning requirements.
• Maintain contract compliance and performance in line with the Contract Management Framework.
• Ensure contract activity, risks and actions are recorded across key systems.
• Lead the implementation and use of dashboards to strengthen data quality and insight.
• Coordinate complex issues across multiple teams (commissioning, brokerage, QA, finance, legal).
• Lead negotiations, contract reviews and variations.
• Provide strategic oversight of risk, improvements and service sustainability.
• Ensure governance, assurance and reporting are consistently applied.
• Support procurement, mobilisation and implementation of new services.
