Job summary

Proserv in Alderley Edge, United Kingdom, is seeking a Senior Proposals Engineer to coordinate and lead tendering for measurement control systems and metering skid packages.

You will collaborate with Engineering, Operations, Procurement and Sales to craft compliant, competitive proposals, manage the submission lifecycle and support bid strategy, risk reviews and client communications. A strong organisational mindset and oil & gas sector experience are essential.

Responsibilities

• Lead preparation and submission of technical and commercial proposals for measurement control systems and metering skid packages.
• Review ITTs/RFQs to define scope, requirements, risks and bid strategy.
• Develop detailed proposal content: scope, basis of design, compliance, schedules and documents.
• Coordinate inputs across engineering, operations, procurement, supply chain, finance, legal, sales.
• Prepare cost and labour estimates for engineering, CAD, manufacturing, assembly, testing, documentation.
• Identify value engineering opportunities while maintaining technical compliance and risk control.
• Manage tender submission lifecycle, schedules, reviews, clarifications and approvals.
• Collaborate with Sales and Business Development through opportunity lifecycle and customer meetings.
• Coordinate bid clarification meetings and customer discussions, including travel as needed.
• Provide bid status reports and lead handover to project team.

What You Need To Know

This role forms an essential part of Proserv’s tendering and commercial process, ensuring customer requirements are clearly captured and translated into high-quality, compliant technical and commercial proposals. Reporting to the General Manager, the Senior Proposals Engineer will coordinate and lead multiple strategic bids across the Measurement business, with specific responsibility for developing proposals for measurement control systems and metering skid packages. The role requires close collaboration with Engineering, Project Management, Operations, Procurement, Supply Chain, Legal, Finance, Sales and Business Development teams to prepare compelling, competitive and accurate submissions. The post holder will manage the tender submission lifecycle, support bid strategy, mitigate commercial and technical risk, and provide regular progress reporting to internal stakeholders.

What We Are Looking For

Some of the Key Accountabilities:

• Lead the preparation and submission of technical and commercial proposals for Measurement Control Systems, metering skid packages and associated services, ensuring compliance with client requirements and Proserv procedures.
• Review ITTs and RFQs to define scope, technical and commercial requirements, deliverables, risks, assumptions, exclusions and overall bid strategy.
• Develop detailed proposal content, including scope of supply, basis of design, compliance statements, material lists, schedules, technical narratives and supporting documentation.
• Coordinate technical and commercial inputs across Engineering, Operations, Project Management, Procurement, Supply Chain, Finance, Legal, Sales and Business Development to develop accurate and competitive proposals.
• Prepare detailed cost and labour estimates covering Engineering, CAD, Manufacturing, Assembly, Testing and Documentation, supported by supplier quotations where required.
• Identify value engineering opportunities, proposal differentiators and commercial improvements while maintaining technical compliance, margin protection and appropriate risk/reward.
• Manage the full tender submission lifecycle, including proposal schedules, milestones, internal reviews, clarifications, approvals and final submission, ensuring accuracy and timely delivery.
• Work closely with Sales and Business Development throughout the opportunity lifecycle, including opportunity development, customer engagement, bid clarification meetings, quotation follow‑up and proposal debriefs.
• Coordinate bid clarification meetings and customer discussions, including domestic and international travel where required, and support customer visits, exhibitions and industry events.
• Provide regular bid status and performance reports to management and Proserv leadership.
• Lead effective project handover meetings, ensuring all commercial and technical information, pricing, assumptions, exclusions, risks and opportunities are clearly communicated to the project team.
• Contribute to the continuous improvement of proposals, sales and commercial processes, including CRM management and the development of efficient and effective best practices.

Qualifications / Skills & Experience

• A minimum of 4 years’ experience in a proposals/tendering engineer capacity
• Strong organisational and planning skills
• Effective communication skills with internal and external stakeholders
• Problem solving skills with a customer centric focus
• Skilled in operating basic office software packages (e.g. MS Word, Excel, CRM)
• Experience developing proposals for engineered packages, ideally including metering skids, measurement systems, control systems or similar oil and gas process equipment.
• Strong commercial acumen, with the ability to understand pricing structures, cost build-ups, margins, risk, contractual terms and commercial impacts within proposal development.
