Senior Procurement Manager

We are recruiting for a Senior Procurement Manager to join us permanently at one of our project sites near Newbury and our HQ in Warrington.

Scope:

As Senior Procurement Manager, you will manage the head contract with the client, overseeing major design, construction, and decommissioning projects. You will develop and implement effective contract and procurement management programs to ensure compliance, commercial delivery, and resource management.

You will also administer prime contracts, subcontracts, and procurement activities, report on cost and commercial performance, and support the Programme Commercial Director in achieving project goals.

You will serve as a key liaison between internal and external stakeholders, ensuring proper dissemination of commercial information, guidance, and reporting.

Responsibilities:
  1. Deliver the programme commercial function in a security-sensitive public sector environment.
  2. Manage functional reports within a matrix structure.
  3. Implement commercial systems and procedures to meet programme requirements.
  4. Lead contract development and management, including managing changes with the client.
  5. Oversee commercial governance processes to meet assurance requirements.
  6. Coordinate with Project Commercial teams and the Programme Commercial Director.
  7. Develop and manage supply chain frameworks to ensure value and delivery excellence.
  8. Assess, manage, and report on programme commercial risks.
  9. Analyze Key Performance Indicators (KPIs) aligned with commercial objectives.
  10. Support project teams in developing and executing call-off contracts.
Education and Experience:
  • Degree in Commercial, Legal, Business, Engineering, or relevant discipline.
  • Chartered or equivalent qualification.
  • Experience delivering major projects as a prime contractor.
  • Experience working collaboratively in project/programme/client environments.
  • Experience in safety and quality-driven settings.
  • Dispute avoidance and management experience.
  • Experience in the nuclear industry.
  • Current SC clearance or willingness to undergo the process.
  • Proficiency with ERP systems and CEMAR.
Additional Skills:
  • Strong managerial and communication skills.
  • Ability to maintain high standards of quality, safety, and operational performance.
  • Understanding of public spending scrutiny and procurement regulations.
  • Knowledge of NEC3/NEC4 contracts.
  • Excellent written and verbal communication skills.
  • Proficiency in Microsoft Office Suite.
