Job summary

Randstad CPE is seeking a Pre-Construction Manager to own high-value bids across the North West and Yorkshire. Hybrid role with Manchester or Leeds hub plus home working.

You will lead bid strategy, PCSA deliverables and write compelling tender content, coordinating design, commercial and planning teams while engaging local authorities and supply chains. Strong two-stage tender experience is essential for success.

Qualifications

• 5+ years in pre-construction or senior bid management within UK main contracting (building/commercial sector).
• Experience navigating PCSA frameworks, two-stage tenders, and client negotiations.
• Ability to write compelling tender content, challenge design/programme assumptions, and build profit strategies.

Responsibilities

• Drive Bid Strategy: lead single and two-stage tenders from EOI to main contract award across the North West & Yorkshire.
• PCSA Leadership: coordinate design management, commercial strategy, risk registers, planning approvals and profit plans.
• Hands-on Submission Ownership: write, review and assemble bid content with design, commercial and planning teams.
• Client & Supply Chain Engagement: build relationships with authorities, clients, designers and Northern suppliers.
• Site & Buildability Evaluation: conduct site visits to identify constraints and sequencing improvements.
