Job summary

Harlow District Council is seeking an experienced Pre-Construction Team Manager to support a large refurbishment programme across occupied council homes. This role requires on-site presence 2–4 days per week and leads on scoping, design, and cost assurance before delivery.

You will work with housing, asset management and procurement teams to prepare dossiers for tender, ensure safety and regulatory compliance, and drive value for residents through strong data, governance and collaboration.

Qualifications

• Minimum of 5 years in a similar role within housing or local authorities.
• Experience managing multi-million pound contracts (£3-5m).
• Proven leadership of Project Managers and Resident Liaison Officers.

Responsibilities

• Lead and manage the housing pre-construction team to scope, design and cost schemes.
• Ensure CDM 2015, Building Safety Act 2022 and RIBA Plan of Work compliance.
• Coordinate surveys, feasibility work and transition to delivery.
• Maintain data accuracy to support decision making and value for residents.
• Oversee budgets, performance of consultants/contractors, and service improvements.
