Job summary

HM Revenue & Customs (HMRC) is seeking an Organisational Design and Development Lead to drive enterprise-wide OD and operating model work. You will collaborate with Senior Civil Servants, lead MDT teams, and shape design decisions with data-led, future-focused approaches aligned to HMRC priorities.

The role requires delivering TOM-enabled structures and leadership capability, with governance and delivery accountability across transformation programmes.

Qualifications

• Significant experience leading organisation design and operating model transformation in large, complex organisations.
• Proven ability to develop and implement Target Operating Models (TOMs) and future workforce strategies.
• Strong capability in influencing senior leaders and driving governance in large programmes.

Responsibilities

• Lead enterprise-wide organisation design and operating model activity.
• Shape TOM/OD interventions aligned to HR strategy and transformation programmes.
• Engage senior stakeholders to secure commitment and ensure adoption across HMRC.
• Oversee governance, planning and resource management within the OD&D team.
