Overview

An exciting opportunity has arisen for a Senior Mechanical (Building Engineering Services) Engineer to join our Universal Services team at Hampshire County Council. The Policy and Reward Team plays an important role in helping our managers to manage their staff. We do this through our written and published guidance. Our policies and guidance enable managers to perform their role effectively and the team plays a key role in pay related processes, for example pay awards, role evaluations, payments and market supplements.

We are seeking an experienced Senior Mechanical Services Design Engineer to join a multidisciplinary team of over 300 property professionals at Hampshire County Council. This role involves designing and managing the delivery of a wide range of projects across the Council's diverse property portfolio, including schools, libraries, care homes, museums, and historic buildings.

What you’ll do

You will be responsible for leading mechanical design work, supervising site activities, and potentially managing junior engineers. The role requires proficiency in HVAC, gas, and water services design, aligned with British Standards and CIBSE guidance. A relevant degree or HNC/HND in Mechanical Engineering Services and a commitment to achieving chartered status are essential.

This is a varied and rewarding role where your expertise will help shape the built environment across Hampshire.

  • Lead the design and delivery of a wide range of building projects across Hampshire County Council’s portfolio – from schools and care homes to historic sites and country parks.
  • Manage capital works, planned maintenance, and improvement programmes, ensuring high‑quality mechanical design solutions that meet statutory and best practice standards.
  • Supervise works on site and liaise with clients across various public services.
  • Support and potentially line‑manage junior engineers.
  • Work collaboratively within a multidisciplinary team of over 300 property professionals.
Qualifications
  • A relevant accredited degree or HNC/HND in Mechanical Engineering Services.
  • A commitment to achieving (or progressing towards) chartered status via CIBSE, IMechE or similar.
  • Strong organisational skills and experience managing varied projects, either independently or as part of a multidisciplinary team.
  • The ability to liaise effectively with a wide range of clients and stakeholders.
  • Experience supervising site works and, ideally, line‑managing junior engineers.
