Job summary

South Norfolk and Broadland Councils are seeking a senior licensing specialist to lead on technical licensing matters and manage complex cases. The role demands expert licensing knowledge, robust report writing, and the ability to advise a wide range of stakeholders.

You will travel across the district, hold a full driving licence and contribute to policy reviews and enforcement actions as part of a busy Licensing team.

Qualifications

• Professional licensing practitioner training qualification and/or recognised specialist licensing qualifications.
• Experience investigating complex statutory complaints and instigating legal action where appropriate.
• Ability to prepare clear, technical reports for a wide range of audiences, including courts and formal bodies.
• Lead on specialist regulatory aspects of licensing and provide authoritative assessments.

Responsibilities

• Provide coordinating technical support to Licensing Team line management and colleagues, and represent the team on specialist licensing matters.
• Initiate, investigate and rectify breaches and alleged breaches of licensing, supporting joint operations with external partners.
• Maintain detailed knowledge of Licensing law and procedures; deliver feedback to stakeholders on contentious issues.
• Advise applicants, businesses and the public on licensing and related technical matters.
• Ensure licence conditions are adhered to; gather evidence, author reports and prepare prosecution files.
• Assist with process alignment and changes across policy reviews, consultations and publishing.
