Job summary

Baltimore Consulting Limited is seeking an experienced Assistant Director to lead a major SEND transformation programme in a hybrid role. You will oversee a team of programme specialists, manage a £2.5m transformation budget, and report to the Director of Commissioning for Transformation.

The role requires senior leadership in complex public sector settings, with a focus on driving measurable outcomes, stakeholder engagement, and governance across education, health and partner organisations.

Qualifications

• Significant senior leadership experience delivering large-scale transformation programmes.
• Strong understanding of SEND, education, healthcare or local government environments.
• Proven ability to engage senior stakeholders, elected members and partner organisations.
• Experience balancing strategic leadership with operational delivery in complex settings.
• Demonstrable success in programme management, performance improvement and organisational change.

Responsibilities

• Lead the delivery of a major SEND Transformation Programme and improvement agenda.
• Drive cross-system change with education, health and key partner organisations.
• Provide strategic leadership across complex transformation, commissioning and capital projects.
• Ensure effective programme governance, management of risks, dependencies and outcomes.
• Deliver sustainable improvements alongside cost containment and value for money initiatives.
