Job summary

Essex County Council is seeking a Lead Developer within Essex Digital Service to define and deliver the development strategy, build internal engineering capability and enable scalable delivery for the Resident Experience Programme.

You will provide technical leadership, set standards, and drive modern engineering practices across multiple programmes while shaping the council's digital services for residents and users.

Qualifications

• Degree-level qualification or equivalent professional experience.
• Proven experience leading engineering teams and building capability.
• Strong experience delivering digital services in complex organisations.
• Expertise in modern programming languages, software design and architecture.

Responsibilities

• Develop and deliver the Essex Digital Service development strategy.
• Establish and maintain engineering standards and design patterns.
• Provide technical leadership across strategic programmes.
• Lead design, development and continuous improvement of software, services and integrations.
• Collaborate with Product and Delivery Managers to align engineering decisions with user needs.
• Lead, mentor and develop engineering teams to build capability.
• Set and assure coding, testing, accessibility and service quality standards.
• Drive adoption of DevOps, CI/CD, automation and cloud-native approaches.
• Identify and mitigate technical risks with stakeholders and suppliers.
