Job summary

Advance TRS is looking for an experienced Health, Safety, Security and Wellbeing Manager to lead the Havant Thicket Reservoir Project on site with hybrid working. You will report to the Project Delivery Director and shape the project’s HSSW framework across contractors and supply chain.

You will establish a high-performance safety culture, oversee risk management, audits, incident investigations and reporting to governance forums, ensuring CDM compliance and best practice across the programme.

Qualifications

• Extensive experience in senior HSSW, HSEQ or equivalent leadership roles.
• Proven leadership on major infrastructure or complex capital programmes.
• Strong knowledge of UK health & safety legislation including CDM and HSG65.

Responsibilities

• Provide visible, values-led HSSW leadership across the project and establish health, safety, security and wellbeing as core delivery priorities.
• Develop and implement the project HSSW strategy, policies, procedures and management systems.
• Lead the development and continuous improvement of the Occupational Health and Safety Management System in line with HSG65 and regulatory requirements.
• Establish and maintain a robust contractor assurance regime across principal contractors and supply chain.
• Hold contractors to account through performance metrics, reviews and governance forums.
• Lead audits, inspections, assurance activities and contractor performance reviews.
• Develop and monitor leading and lagging HSSW indicators to identify trends and drive early intervention.
• Ensure underperformance is addressed through improvement plans and escalation.
• Ensure compliance with legislation, including CDM Regulations, and promote best practice.
• Embed risk management processes, including risk assessments and safe systems of work.
• Oversee incident investigations and root-cause analysis and lessons learned.
• Provide independent HSSW assurance to senior leadership and governance forums.
• Champion workforce wellbeing, including mental health and fatigue management.
• Maintain strong site presence and engage with frontline teams and contractor leadership.
• Develop HSSW reporting for governance forums and decision-making.
