Job summary

Pembrokeshire County Council is seeking an exceptional Highways Group Manager to lead one of the Authority's most critical frontline services. Qualifications

• Extensive senior leadership experience within highways and infrastructure services.
• Proven track record leading large operational teams and delivering change.
• Experience managing substantial budgets, contracts and resources.
• Strong contract management and commercial awareness.
• Excellent communication and stakeholder management across political environments.
• Commitment to continuous improvement and delivering outcomes for residents.

Responsibilities

• Provide strategic leadership for the County's highway network and assets.
• Lead street lighting infrastructure and highway structures.
• Oversee long-term asset management and investment strategies.
• Direct major revenue and capital works programmes.
• Ensure safety, regulatory compliance and performance improvements.
• Lead a diverse workforce of around 130 employees.
