Job summary

Warwickshire County Council is seeking confident, experienced Civil Engineers with extensive highways knowledge and NEC contract administration experience for a senior technical role delivering developer-funded highway improvement schemes across the county.

The role involves supervising technical staff, managing feasibility to construction phases, governance, cost control, and contract management to improve road safety and connectivity. Fluency in English is required for public-facing duties.

Qualifications

• Requires extensive highways engineering knowledge and NEC contract administration experience.
• Strong leadership to supervise technical staff and deliver complex schemes.
• Excellent written and verbal communication with stakeholders and clients.

Responsibilities

• Supervise technical staff to deliver highway improvement schemes.
• Oversee feasibility, detailed design, procurement, and construction phases.
• Ensure project governance, cost control, and contract management.
• Prepare fee proposals for S278 works and discuss with Developers/Clients.
• Prepare consultant work packages and progress reports for management.
• Balance conflicting priorities in local authority infrastructure delivery.
• Operate in a matrix working environment.
