Job summary

Derbyshire County Council in Matlock is seeking an experienced transport planning professional to lead our Highway Planning Liaison Team. The role shapes development across Derbyshire by providing expert highway advice on planning applications and pre-application discussions.

You will manage a team of specialists, oversee the statutory consultee function, and drive improvements in performance, collaboration with planning authorities, developers and elected members, with hybrid working options.

Qualifications

• Substantial experience in highway development management and transport planning.
• Comprehensive knowledge of statutory planning system, highway and planning legislation, policy, and transport implications of new development.
• Experience assessing complex development proposals and preparing clear, authoritative advice.
• Experience representing the organisation at planning committees, appeals or inquiries.
• Strong leadership and management skills with proven ability to manage resources and deliver improvements.
• Excellent negotiation, communication and partnership working with developers, planning authorities and elected members.
• Degree or equivalent professional experience in transport planning, civil engineering, highways or related discipline; membership of a professional institution.

Responsibilities

• Lead the Highway Planning Liaison Team and oversee statutory highway consultee function.
• Provide expert advice on planning applications from housing developments to major infrastructure schemes.
• Advise on over 4,500 applications and pre-application consultations annually.
• Promote highway safety, accessibility, sustainable travel and impacts on the local transport network.
• Manage service performance, resources and continuous improvement; represent the Council in discussions.
