Senior Highway Engineer (Development Management)

Permanent, Full Time

£43,960 to £51,718 per annum

Location: Chelmsford

Working Style: Anywhere worker

The Role

Working on the Essex Highways Integrated Services contract in partnership with Essex County Council, the key purpose of this role is to ensure the design and construction of developer’s highway infrastructure works (both new highway construction and improvements to the existing highway network) are acceptable to the Highway Authority for adoption as a public highway, maintainable at the public expense.

The role requires managing the implementation of highway works (developer-funded) associated with approved planning consents, ensuring they are designed and implemented in accordance with planning obligations and County Council policies.

The candidate should have extensive knowledge and application of Highway legislation, including Construction (Design and Management) Regulations, and experience with relevant engineering techniques and procedures. The role involves liaising directly with internal and external stakeholders, strategic partners, and other providers through detailed design to the end of the Maintenance Period.

*Please note: This is a hybrid-working role. The successful candidate will be expected to attend the Chelmsford office and/or visit development sites regularly (typically 2 to 3 times per week), depending on business needs.

Accountabilities
  1. Contribute to the development of policies, plans, procedures, and practices to deliver economic and community goals, introducing new practices to improve efficiency and adapt to technological advances.
  2. Ensure the delivery of the programme of works within budget, schedule, and quality standards.
  3. Manage budgetary control for specific programmes to ensure value for money.
  4. Assist with consultations with the Local Planning Authority regarding proposed developments.
  5. Agree on detailed designs and ensure planning permission conditions and obligations are met.
  6. Attend or chair meetings and respond to site and design queries promptly.
  7. Engage in extensive stakeholder liaison internally and externally.
  8. Follow statutory processes as required.
  9. Instruct legal agreements to facilitate the adoption of developers’ infrastructure works as public highways.
  10. Provide timely, accurate advice to County Councillors, District Members, Parish Councils, and the public on highway-related matters.
  11. Manage and provide technical guidance to team members involved in all aspects of highway services.
  12. Meet specific individual and shared targets and objectives as defined annually within the performance management framework.
Skills and Knowledge
  • Degree level education or equivalent in a related subject or proven experience in highways and transportation.
  • Evidence of ongoing professional development; membership of CIHT or similar is desirable.
  • Detailed knowledge of Highway Legislation, relevant design standards, procedures, and best practices.
  • Knowledge of national guidance, legislation, and regulations related to highway scheme design and implementation, including Highway Act 1980 and CDM 2015.
  • Understanding of all relevant Health and Safety legislation.
  • Ability to build collaborative and influential networks and partnerships.
  • Strong project management skills, proficient with project management tools and Microsoft applications.
