London Borough of Harrow is seeking a Facilities Operations Manager to lead the strategy and day-to-day delivery of Soft Facilities Management across the council estate. The role covers cleaning, catering, security, and hub management, with a focus on high-performance KPIs and customer-centric service.

You will oversee safety frameworks for food hygiene, security, and environmental health, while driving value in procurement and payroll management within a large in-house operation.

Aufgaben

• Lead strategic and operational delivery of Soft Facilities Management across the Council’s estate, including cleaning, hygiene, security & access, and catering & hospitality services.
• Provide direct management and technical oversight for Catering, Cleaning, Security, and Hub Management workstreams.
• Act as primary assurance lead for operational safety, establishing frameworks for food hygiene, physical security, and environmental health.
• Drive a culture of service excellence and customer-centric delivery, ensuring in-house teams meet high-performance KPIs for readiness and user satisfaction.
• Oversee commercial management of soft FM contracts and supply chains to secure value for money in procurement of equipment and consumables.
• Support the Head of FM & Compliance in financial management of operational budgets, including large-scale in-house payroll.
