Job summary

Qualifications

• Degree in Engineering or related technical discipline.
• 10–15 years estimating experience in EPC.
• Experience in oil, gas, chemical, energy or industrial sectors.
• Led FEED or proposal estimates with CAPEX > $500 million.
• Experience preparing large-scale capital cost estimates.
• Lead multinational and geographically dispersed project teams.
• Strong understanding of direct and indirect project costs.
• Advanced knowledge of proposal and FEED estimating and project execution planning.
• Strong English communication skills.
• Ability to mentor and develop junior estimators.

Responsibilities

• Lead multidisciplinary estimating teams for conceptual, FEED, and proposal estimates.
• Develop estimating strategies aligned with project objectives and client requirements.
• Prepare and manage Estimate Development Plans with milestones and timelines.
• Coordinate estimate inputs across Engineering, Procurement, Contracts, Construction, and Project Controls.
• Provide technical guidance and mentoring to estimating personnel.
• Prepare detailed capital cost estimates for proposals, FEED studies, and complex projects.
• Develop Basis of Estimate (BOE) documentation and manage reviews.
• Ensure estimate quality, consistency, and compliance with procedures and standards.
• Interface with clients, contractors, and stakeholders on estimate assumptions and methodologies.
• Present estimate plans and findings to Fluor and client senior leadership.
