Job summary

Network Rail Scotland is seeking a skilled Asset Strategy and Planning professional to help shape our regional asset management approach. You will coordinate input from RAMs, align long-term asset strategies with investment decisions and operational delivery, and drive continuous improvement across engineering disciplines.

Responsibilities

• Provide expert advice input and support associated with the provision of services for our customers and suppliers.
• Support professional leadership for a designated engineering discipline.
• Provide expert advice, support and input to technical accident and incident investigations.
• Support the setting of policy and standards, operational processes and systems. Manage the design and delivery of programmes for the development of technical capability required within Network Rail, including the competence framework and effective training materials.
• Provide the technical input to the development of the standards, specifications, means of compliance and KPIs for Asset Management, including system risks. Support engineering analysis and risk assessment, including assessment of applications for derogations and non-compliance.

About the role

This role reports to the Lead Asset Strategy & Business Planning Manager and supports the development of our asset management strategies and asset investment work bank planning.

Support the development and integration of asset management strategy and associated business planning across the Scotland Region. The role coordinates engineering and asset management input into Network Rail's corporate planning processes, ensuring alignment between long-term asset strategies, investment decisions, and operational delivery.

Working closely with Lead Asset Strategy & Business Planning Manager and colleagues in the asset management team, the role supports with the creation and delivery of the regional asset management plan with input from our discipline Regional Asset Managers (RAM), to help drive continuous improvement in asset performance, efficiency, and decision-making and supports the optimisation of maintenance and renewal investment strategies.

Your experience and skills

Here are some of the duties your role will include:

Provide expert advice input and support associated with the provision of services for our customers and suppliers.

Provide the technical input to the development of the standards, specifications, means of compliance and KPIs for Asset Management, including system risks. Support engineering analysis and risk assessment, including assessment of applications for derogations and non-compliance.

Discharge Network Rail's CDM related duties as required by company process.

Support the development of strategy, technology and assets across functions and with industry partners. Liaise with product manufacturers, including external stakeholder e.g. TOC and provide input into the acceptance processes.

Proactively research and respond to changes in the internal and external requirements and practice which impact upon policy and standards.

Identify opportunities for technical and business process improvement and innovation, developing business cases and Investment Papers where required.

Act as Delivery Manager for delivery of a specific project or portfolio of projects and deliver projects to time, cost and quality.

Represent Network Rail externally to the industry and input to European issues as required.

Integrate and co-ordinate activity across different engineering disciplines and contribute to the development of engineers within the practice.

Support asset management planning and interfacing with the RAM discipline teams within engineering and asset management.

Delivery of a rolling asset management plan, liaising closely with the Lead Asset Strategy & Business Planning Manager and RAMs.

Proactively support asset management improvement across the Region to drive continuous improvement within Asset Management decision making.

Monitor delivery of the overall efficiency plan for engineering andasset management in the Region.

Provide specialist asset management input to the Region.

Deliver the recommendations from asset management assessment and formal investigations

What you will bring to the role:
