This role is within our Passenger function, which enhances capabilities in sponsorship, performance, Operating, and Passenger Strategy. It supports NW&C in realizing its 'Putting Passengers First' vision by improving network operations, ensuring safe, reliable services for passengers and freight customers. Collaborating with the wider rail industry, we aim to deliver passenger excellence and value for money.

The successful candidate will work within the Industry Programme Director North’s team in NW&C Passenger. They will lead early development activities for programmes including the Manchester & North West Transformation Programme (MNTP), West Coast Main Line (North), and integration of HS2 services into the North West, along with other proposed enhancements requiring early development across the North West area.

About the role (External)

  1. Develop interventions as part of funding and commitment processes to secure necessary funding and ensure accountability within company governance.
  2. Create clear, costed project remits with defined timescales to secure funding and advance projects.
  3. Support cost planning and economic analysis to underpin robust business cases.
  4. Collaborate with stakeholders to establish scope, baseline conditions, and delivery options that optimize value for money, considering whole-life costs using a systems approach.
  5. Identify and quantify risks related to interventions, integrating these into procurement and contracting strategies.
  6. Consider industry requirements such as risk, selection criteria, system integration, project interdependencies, asset protection, and payment regimes in output specifications.
  7. Present findings and outputs effectively through reports and presentations to stakeholders.
  8. Manage tasks throughout their lifecycle, ensuring timely delivery within scope and budget.
  9. Build and maintain strong stakeholder relationships internally and externally, including with suppliers, to balance the needs of Government, Network Rail, and the wider industry.
  10. Prioritize effectively as programmes evolve, focusing on what is most important and urgent.

To succeed, we expect you to have:

  • The ability to translate complex business problems into contractible work packages.
  • Commercial acumen, persuasiveness, and a customer-focused approach.
  • Proven ability to write clearly, conveying information concisely in reports and investment documents.
  • Strong influencing and negotiating skills.

Desirable but not essential:

  • Degree qualification or equivalent.
  • Experience converting risk into commercial requirements and integrating contractual agreements accordingly.
  • Experience negotiating contracts successfully and demonstrating commercial success.
  • Leadership experience in managing teams.
  • Experience in management roles within a commercial environment.
  • Familiarity with the North West rail network and projects like MNTP.
  • Knowledge of Strategic Outline Business Case/Engineering stages and other Network Rail processes.
