Qualifications

  • Requires degree in Civil Engineering, Construction, or related discipline.
  • Experience delivering large, complex construction projects.
  • Working knowledge of CDM Regulations and responsibilities.

Responsibilities

  • Managing and line supervising Construction Delivery Managers (CDMs).
  • Overseeing HSE compliance across allocated construction areas.
  • Conducting safety and assurance inspections to support KPIs.
  • Coordinating with HSE, quality, commercial, project controls, logistics and other teams.
  • Reviewing and approving WAFs and PTW processes.
  • Overseeing handover documents, LTQRs, EESRs, and RAMS addendums.

You’ll Be Responsible For
  • Managing, developing, and line managing Construction Delivery Managers (CDMs), ensuring appropriate training, guidance, and support.
  • Overseeing health, safety and environment (HSE) compliance across allocated construction areas in line with the HPC Construction Phase Plan.
  • Conducting and recording safety and assurance inspections using the INSIGHT system to support project KPIs.
  • Acting as a CDM when required by the SCDM, depending on resource needs and work scope complexity.
  • Ensuring CDMs follow the HPC Drumbeat process, including all daily and weekly meetings.
  • Managing weekly plan of the week (PLOW) meetings and supporting plan of the day (PLOD) meetings with contractor partners.
  • Attending and supporting coordination, MDT, and construction meetings, while maintaining actions and issue trackers.
  • Overseeing contractor management of construction activities, logistics, workforce planning, and contract delivery.
  • Supporting Tier 1 contractors by providing coordination, information, and delivery guidance.
  • Identifying and escalating safety, quality, programme, and delivery risks, while implementing mitigation measures where required.
  • Reviewing Daily Site Logs (DSLs), surveillance records, and quality reports to ensure accurate reporting and escalation.
  • Monitoring site activities, completing inspections using QCFC and Touchpad technology, and verifying permits and work authorisations.
  • Ensuring surveillance programmes are established and maintained across all allocated contracts.
  • Coordinating closely with HSE, quality, commercial, project controls, logistics, and multidisciplinary teams.
  • Participating in DABs, pre-start briefings, POWRA reviews, toolbox talks, and safety communications.
  • Managing and supporting technical document reviews in Teamcenter, engaging SMEs as required.
  • Maintaining document review matrices and supporting CDMs and contractors with RAMS and RAMS addendums.
  • Reviewing and approving work authorisation forms (WAFs) and supporting permit to work (PTW) processes.
  • Overseeing handover documentation, temporary access certificates (TACs), interface management documents (IMDs), and Docusign approvals.
  • Supporting the management of lifetime quality records (LTQRs) and end of erection status reports (EESRs).
  • Managing delivery work pack (DWP) evidence gathering and completion, ensuring compliance with SWITCH procedures.
  • Ensuring contractor compliance with Inspection and Test Plans (ITPs) and SONIMS notification requirements.
  • Verifying pre-work checks are completed before construction activities commence.
You’ll Need To Have
  • Strategic planning of site set-up, construction sequencing, recovery planning, and resource allocation.
  • Strong understanding of commercial principles impacting construction delivery.
  • Ability to produce clear, concise, and informative reports.
  • Proven leadership skills with the ability to motivate teams and build trust-based relationships.
  • Extensive experience delivering large, complex construction projects.
  • Degree (or equivalent qualification) in Civil Engineering, Construction, or a related discipline.
  • Working knowledge of CDM Regulations and associated responsibilities.
  • Excellent organisational, communication, and stakeholder management skills.
  • Ability to deliver results in a fast-paced, high-pressure environment.
  • NEBOSH, SMSTS, or IOSH qualification.
  • Experience collaborating with multidisciplinary teams to effectively manage site operations.
  • Results-driven mindset with strong accountability, initiative, and commitment to quality and excellence.
