Job summary

Sphere Solutions is seeking an experienced Commercial Manager to join the Welsh Water Design & Build Framework in Newport. You will lead a team of Quantity Surveyors, drive commercial performance, and provide strategic advice on delivery across multiple projects in Wales.

You will oversee forecasting, reporting, cost control, and subcontract management while implementing governance frameworks and data-driven dashboards to improve efficiency.

Qualifications

• Degree in Quantity Surveying, Commercial Management, Construction Management or related discipline.
• Proven experience leading commercial teams in infrastructure, utilities or construction.
• Experience delivering commercial performance across multiple projects/programmes.
• Extensive NEC3 contract administration experience (ECC Option A, CEs, Early Warnings, disputes).
• Knowledge of main contract and subcontract management.
• Experience with monthly reporting, CVRs, change cost control and cash management.
• Advanced financial analysis, forecasting and reporting.
• Proficiency in Excel for modelling and reporting.
• Experience developing reporting templates, dashboards and metrics.
• Knowledge of commercial governance and control frameworks.
• Experience with COINS or similar systems.
• Knowledge of Power BI and data visualization.

Responsibilities

• Lead and manage a team of Quantity Surveyors, including Senior Quantity Surveyors.
• Mentor and develop commercial team members and monitor performance.
• Oversee commercial performance of call-off contracts under the Welsh Water Framework.
• Ensure accurate financial forecasting and governance across projects.
• Lead monthly reporting, CVRs, cost control and cash flow reporting.
• Manage subcontract activities per contracts and company procedures.
• Monitor performance against programme, budget and commercial objectives.
• Implement and improve commercial systems, reporting and governance.
• Lead commercial risk management and provide strategic advice to delivery teams.
