Job summary

Sandwell Metropolitan Borough Council is seeking an experienced Business Manager - Building Control to lead and develop a high‑performing Building Control service from its Oldbury base. You will provide strategic leadership, ensure regulatory compliance, and drive income generation while managing complex projects and partnerships with developers and regulators.

Qualifications

• Hold a relevant degree in Building Control or related discipline.
• Be a member of an appropriate professional body and eligible to maintain Building Safety Regulator registration at minimum Class 2F/4.
• Significant Building Control experience, including assessing complex buildings regulations applications.
• Commercial awareness with experience in income generation and budget planning.

Responsibilities

• Provide professional and technical leadership to Building Control Surveyors and wider service teams.
• Ensure compliance with Building Regulations and Building Safety Regulator requirements.
• Act as operational lead for Building Control and drive continuous improvement.
• Manage complex projects including major commercial developments.
• Oversee performance, quality assurance and customer service standards.
• Develop policies and innovative ways to enhance service delivery.
• Lead on dangerous structures, enforcement, and emergency response arrangements.
• Manage service budgets, trading accounts, and income generation.
• Develop strong partnerships with customers, developers, and external agencies.
• Prepare reports and briefings for senior management and regulatory bodies.
• Support implementation of new technology to improve efficiency.
