Job summary

Randstad CPE is seeking a Bid Manager in Birmingham to drive 2nd stage/PCSA conversions from preferred bidder to contract award on flagship regional schemes.

You will lead pre-construction activities with strong cross‑functional collaboration, manage risk and design development, and maintain key client relationships across public sector frameworks. The role offers a permanent, full‑time contract with a competitive base salary, car or car allowance, pension and health benefits.

Qualifications

• Proven Bid Manager with 2nd stage and PCSA pre-construction delivery experience.
• Experience on complex public sector schemes, MOJ framework desirable.
• Strong understanding of design development, risk, commercial strategy and pre-construction programming.
• Ability to influence clients, consultants and internal delivery teams.

Responsibilities

• Lead the 2nd stage PCSA process through to contract award on regional schemes.
• Develop conversion strategies aligning design, commercial and delivery teams.
• Manage risk, value engineering and design development during pre-construction.
• Maintain client relationships and enable a smooth handover to live teams.
