Job summary

Randstad CPE is recruiting a Bid Manager to lead 2nd stage PCSA conversions for major regional schemes from Birmingham. You will drive pre-construction strategy, align design, commercial and delivery teams, and convert preferred bidders into contracts across public sector frameworks.

The role requires a track record in 2nd stage/pre-construction delivery for Tier 1/2 contractors, strong MOJ/public sector experience, and ability to influence clients and consultants.

Qualifications

Proven experience as a Bid Manager focusing on 2nd stage and PCSA pre-construction delivery within construction (public sector).
Strong cross-functional leadership and ability to influence clients, consultants and internal teams.
Experience with MOJ or similar public sector frameworks is highly desirable.

Responsibilities

Lead the 2nd stage PCSA process and convert preferred bidder status into contract award.
Develop conversion strategies aligning with client objectives across design, commercial and delivery teams.
Manage risk, value engineering, and design development throughout pre-construction.
Maintain strong client relationships and oversee governance approvals and handover to live teams.
