Job summary

Gloucestershire County Council in Gloucestershire is seeking an experienced Adults Commissioning Business Manager to lead the business operations for the Adults Hub and influence strategic decision‑making.

You will work with Heads of Commissioning and the Senior Leadership Team to develop and deliver strategic plans, manage staffing and budgets, ensure compliance and drive continuous improvement across services for adults.

Qualifications

• Experience delivering large-scale programmes and change initiatives.
• Proven ability to lead business operations in a complex public sector setting.
• Track record of producing clear reports and business cases.

Responsibilities

• Lead the business administration and support functions for the Adults Hub.
• Develop and deliver strategic business plans with senior leaders.
• Manage staffing capacity, workforce planning and recruitment activity.
• Oversee governance, risk management, health and safety and compliance.
• Lead organisational change projects and service improvement initiatives.
• Monitor staffing budgets and support financial management.
• Deliver high-quality management information and performance reporting.
• Champion equality, diversity and inclusion and wellbeing.
• Build strong relationships with senior stakeholders across the council and partners.
