Job summary

Gloucestershire County Council is seeking an experienced Adults Commissioning Business Manager to lead the business operations for the Adults Hub, ensuring resourcing, compliance, efficiency and continuous improvement. You will drive strategic plans, manage staffing, budgets, and governance while delivering high-quality reporting and safeguarding continuous development.

Qualifications

Experience leading and developing staff and teams within a complex environment.
Delivery of large-scale programmes, projects and change initiatives.
Ability to work with senior leaders and elected members.
Experience with budget management and resource planning.
Proven ability to produce clear, concise reports and business cases.
Capability to manage multiple priorities in fast-paced environments.
Knowledge of risk management and business continuity planning.
Experience delivering high-quality business support services.
Ability to develop service standards and drive continuous improvement.
Public sector and/or Local Government experience.

Responsibilities

Lead and manage the Adults Hub business administration and support functions.
Work with senior leaders to develop and deliver strategic business plans.
Manage staffing capacity, workforce planning and recruitment across the service.
Oversee business continuity, risk management, health and safety, and compliance requirements.
Lead organisational change projects and service improvement initiatives.
Monitor staffing budgets and support financial management.
Deliver high-quality management information and performance reporting.
Promote workforce development, learning and CPD.
Champion Equality, Diversity and Inclusion and inclusive leadership.
Build strong relationships with senior stakeholders across the council and partner organisations.
