Job description

Sales & Business Development Manager - Staffing & Workforce Solutions
Role Overview

This is an exciting time to join the business and make a tangible impact on its next phase of growth. We're looking for a proactive, commercially driven Business Development Manager who enjoys opening doors, building client relationships and turning opportunities into revenue. You'll take a hands-on approach to winning new business, growing existing accounts and working collaboratively with our sales and delivery teams to achieve results.

We are looking for a lively, enthusiastic and commercially driven Business Development Director to lead new business activity, strengthen relationships with existing clients and drive revenue growth across the EMEA market. This is a senior commercial staffing leadership role for someone who can support new business, grow existing accounts, help mature the sales capability across EMEA and identify opportunities to sell broader workforce solutions.

The role will have a strong staffing and recruitment focus, but the ideal candidate will also be able to identify and develop opportunities across broader workforce solutions, including Direct Sourcing, MSP, EOR and wider Talent Solutions services. This role is suited to a confident sales professional who can combine hands-on new business development with strategic account growth and internal sales support.

The role will be broadly split 50/50: approximately 50% focused on generating and converting new business opportunities, and approximately 50% focused on supporting internal sales teams while developing existing client relationships from a sales and revenue-growth perspective. Working closely with the EMEA Vice President for Delivery/Fulfilment, the successful candidate will be responsible for opening doors, creating momentum with current and prospective clients, supporting the sales team to drive more placements and helping shape commercially credible solutions that respond to client needs.

The successful candidate will act as a senior representative of the business in client conversations, sales meetings and RFP discussions. They will be expected to bring strong commercial judgement, market awareness and the ability to work collaboratively with internal teams to design practical, client-focused solutions that support profitable growth.

Purpose of the Role

The purpose of this role is to accelerate revenue growth by winning new clients, expanding existing accounts and identifying opportunities to introduce broader workforce and Talent Solutions services. The Business Development Director will play a key role in building a stronger commercial presence across EMEA, helping the business deepen client relationships, increase placement activity, support senior sales conversations and contribute to the development of strategic solutions for clients with complex hiring or workforce requirements.

Role Split

50% New Business: identifying, approaching and converting prospective clients, creating a strong pipeline and securing new revenue opportunities.

50% Sales Team Support and Existing Client Growth: supporting internal sales teams to progress opportunities, helping drive more placements, strengthening current client relationships and identifying additional sales opportunities within existing accounts.

Key Responsibilities
  • Drive new business activity by identifying, approaching and converting prospective clients within agreed target markets.
  • Strengthen relationships with existing clients, creating regular dialogue, identifying live opportunities and increasing revenue through additional placements and services.
  • Support the sales team by helping to manage opportunities, unblock client conversations and create momentum across priority accounts.
  • Develop and maintain a healthy pipeline of new business opportunities through networking, referrals, market mapping, business development calls, client meetings and sector insight.
  • Act as a senior client contact, understanding business needs and presenting tailored workforce solutions that support hiring, contingent labour or wider talent objectives.
  • Promote staffing and recruitment services with credibility, energy and a clear focus on margin, revenue and profitable client growth.
  • Identify opportunities to introduce Direct Sourcing, MSP, EOR and broader Talent Solutions services where these are relevant to client needs.
  • Prepare and deliver compelling sales presentations, proposals and service offerings for prospective and existing clients.
  • Attend and actively contribute to sales calls, client meetings, RFP calls and solution-design discussions.
  • Support and, where required, take ownership of RFP responses, proposals and tender submissions, ensuring they are commercially strong, accurate and aligned to client requirements.
  • Work closely with recruitment, delivery, operations and leadership teams to ensure client requirements are clearly understood and effectively delivered.
  • Monitor sales activity, pipeline progress and revenue performance, providing regular updates, forecasts and insight to senior management.
  • Represent the business professionally in the market, promoting its brand, values and expertise across staffing and workforce solutions.
Skills and Experience
  • Must have proven sales and business development experience across a broad range of industry sectors within staffing and workforce solutions, including Managed Service Provider (MSP) and Employer of Record (EOR) services, with experience identifying and developing commercial opportunities in emerging markets.
  • Strong track record of winning new business, expanding client accounts and achieving or exceeding revenue or placement targets.
  • Excellent relationship-building skills, with the ability to establish trust, credibility and long‑term partnerships with clients.
  • Commercially focused, with a clear understanding of revenue generation, margin, pipeline management and client profitability.
  • Confident communicator with strong presentation, negotiation and influencing skills.
  • Good understanding of staffing and recruitment processes, client requirements, candidate delivery and market trends.
  • Ability to work at pace, manage multiple client opportunities and prioritise activity that will deliver commercial results.
  • Credible and professional when engaging with senior stakeholders, both internally and externally.
  • Collaborative approach, with the ability to work closely with sales, recruitment, delivery and leadership teams.
  • Experience of Direct Sourcing solutions, including building or leveraging talent pools, client-branded sourcing activity or proactive candidate engagement models.
  • Experience supporting broader Talent Solutions, such as RPO, project recruitment, workforce consulting, talent advisory or programme design.
  • Solution-design capability, with the ability to help shape client conversations, define practical service models and bring clients along from concept through to implementation.
  • Experience contributing to RFPs, tenders, client pitches or complex commercial proposals across multiple service lines.
  • Strong understanding of the EMEA staffing market, including market intelligence, regional differences, competitor activity and client buying behaviours.
  • Previous experience operating as part of a leadership team or senior commercial working group.
Personal Attributes
  • Lively, confident and enthusiastic, with a positive and proactive sales mindset.
  • Ambitious and results‑driven, with a strong focus on revenue growth, client success and commercial outcomes.
  • Natural networker who enjoys building relationships, opening doors and creating opportunities.
  • Resilient and persistent, with the confidence to approach new businesses and progress conversations through to tangible outcomes.
  • Commercially curious, with the ability to spot opportunities beyond the initial client requirement.
  • Collaborative team player who can work closely with consultants, managers and senior stakeholders.
  • Comfortable taking ownership, driving activity forward and creating momentum without waiting to be prompted.
  • Professional, credible and able to build rapport with clients at all levels.
Leadership and Internal Collaboration

The Business Development Director will be expected to provide strong support to the EMEA leadership structure by bringing commercial insight, client intelligence and business development focus into senior discussions. They should be comfortable working with leaders across HR, sales, delivery, operations and finance to ensure opportunities are properly qualified, solutions are realistic and client expectations are managed effectively.
