Job summary

STRABAG SE is seeking a Routeways Section Foreman for the HARP Project in the UK. You will lead front-line delivery, coordinating Routeways utility and highway work fronts, managing self-delivery operatives and subcontractors, and ensuring safe, compliant works across live sites.

The role requires frontline leadership, reading drawings, and strong communication with engineering, utilities and other teams. A proactive safety culture and experience with highway works are essential.

Job description

We are looking for a Routeways Section Foreman to join the HARP Project This is an opportunity to play a key front-line delivery role on a nationally significant infrastructure programme with a Tier 1 design-and-build contractor.

What matters to us

You will have proven experience supervising or leading construction teams within highways, utilities, civil engineering or major infrastructure environments.

You will be comfortable managing multiple work fronts and coordinating direct labour, subcontractors and third-party organisations.

Experience of utility diversions, utility connections, service protection, excavation and highway works would be particularly beneficial.

You should have:

• Strong front-line leadership skills and the ability to manage site teams effectively.
• Good understanding of construction health, safety and environmental requirements.
• Experience managing self-delivery teams and subcontractors.
• Practical understanding of underground utilities and safe excavation activities.
• Experience coordinating works around live services.
• Understanding of highway construction, traffic management and reinstatement activities.

• Lead and coordinate daily site activities across Routeways utility and highway work fronts.
• Manage self-delivery operatives, subcontractors and specialist suppliers, ensuring resources are effectively allocated and daily production targets are achieved.
• Coordinate works undertaken by statutory utility providers, ensuring their activities are safely integrated with HARP works and that interfaces with other contractors and construction activities are effectively managed.
• Supervise utility diversion, connection and asset-protection works, ensuring works are completed in accordance with approved designs, permits, specifications and statutory requirements.
• Support the delivery of highway construction, improvement, access and reinstatement works, including coordination of traffic management arrangements, lane closures and diversions.
• Brief RAMS and task-specific requirements to site teams, undertake point-of-work risk assessments and ensure safe systems of work are implemented and maintained.
• Ensure operatives and subcontractors are appropriately trained, competent and authorised for the activities they are undertaking.
• Promote a strong safety culture and set clear expectations for safe, accountable and professional behaviours across all work fronts.
• Liaise closely with Engineering to ensure works are delivered in accordance with approved drawings, specifications, permits and relevant standards.
• Ensure temporary works requirements are identified and that activities are covered by the appropriate temporary works designs, checks and permits before commencing.
• Coordinate permit requirements including permits to dig, excavation controls and other project-specific permits associated with Routeways activities.
• Ensure existing services are identified and protected before excavation activities commence and that appropriate utility detection and avoidance procedures are followed.
• Monitor workmanship and materials, undertake first-line quality checks and ensure defects or non-conformances are identified, recorded and closed out.
• Maintain accurate daily records including site diaries, labour and plant records, progress information, utility activities, inspections, defects, reinstatement records and other project documentation.
• Manage daily outputs, plant utilisation and productivity, identifying constraints and escalating issues that may affect programme delivery.
• Support the planning of upcoming works through short-term and lookahead programmes, ensuring labour, plant, materials, permits, designs and third-party requirements are identified in advance.
• Highlight potential bottlenecks or interface issues and work with the wider Routeways team to develop practical solutions and re-sequence activities where required.
• Coordinate plant, equipment and materials required for the works, ensuring resources are available when required and efficiently utilised.
• Maintain oversight of hired equipment and Contractor-provided items, ensuring effective control, inspection and timely off-hiring.
• Support safe excavation, lifting, temporary works, traffic management and other higher-risk activities associated with Routeways delivery.
• Manage interfaces with members of the public, landowners, local authorities, utility companies and other stakeholders where Routeways works affect existing roads, services or access arrangements.
• Work collaboratively with the wider HARP delivery teams to coordinate Routeways activities with main construction works and maintain safe access to construction sites.
• Lead by example, remaining visible and accountable on site and maintaining the standards expected across the project.
