Midlothian Council seeks to appoint a Roads Officer (utilities) to help maintain and improve our public road network. In this frontline role, you will inspect, monitor, and regulate statutory undertaker works across the Midlothian Council area, ensuring high standards are delivered in their essential works with good quality and to spec reinstatements of the road infrastructure. You will work closely with contractors, utilities and communities to deliver safe, responsive and efficient services while supporting the Council’s commitment to sustainability, safety and customer service.

A good understanding of the SRWR, reinstatement quality plans, traffic management plans (including their wider impact), record keeping and critical evaluation would be beneficial.

The right candidate will have a ‘can do’ attitude, be a critical thinker and have excellent people skills. We are changing how we work with a strong focus on digitalisation, so adaptability to change is critical.

Knowledge

Registration as an Engineering Technician with a relevant HNC/HND or equivalent is required. Competence to undertake Technician/Engineering support duties is essential. Previous experience in a road construction environment and supervision of staff, together with knowledge of the New Roads and Street Works Act 1991, is required. Membership of the Institute of the Clerk of Works is desirable.

To be fully competent, experience dealing with members of the public, liaising with utilities companies, contractors and designing road safety and traffic management schemes is required. The job holder must also have a thorough knowledge of road materials and construction, demonstrate an understanding of contract procedures and learn the environmental detail of Midlothian.

Midlothian Council’s policy is that successful applicants will be appointed to the first point on the salary scale. Based on working 36 hours over 52 weeks per year the minimum actual salary for this position is £34,207.12 per annum.

Compliance with the mandatory Cabinet Office PSN (Public Sector Network) Code of Connection requires the Council to meet a baseline personal security standard. This requires completion of a disclosure check for all employees who can access official information. The fee for this PSN disclosure check will be met by the employee.
