Job summary

The Department for Transport in Leeds is seeking a Resource Manager to align people, skills and capacity with strategic priorities. You'll shape workforce planning and resource allocation across a portfolio of digital and technology initiatives within the Portfolio Management Hub.

You will lead resource planning activities, identify current and future capability needs, maintain stakeholder relationships, and ensure accurate reporting to the Resource Allocation Committee.

Qualifications

  • Experience in resource planning and workforce management across projects, programmes, portfolios or service lines.
  • Stakeholder engagement and influencing to secure resources.
  • Data analysis and reporting using metrics to forecast resource needs and support decisions.
  • Use of digital resource management tools to support planning and reporting.
  • Identifying skills gaps and capability needs for current and future staff.
  • Managing competing priorities and resource risks across multiple areas.

Salary: £44,241 - A Civil Service Pension with an employer contribution of 28.97%

Contract Type: Permanent – Flexible working, Full-time, Job share, Part-time

As a Resource Manager, you'll play a key role in ensuring people, skills and capacity are aligned to strategic priorities. You'll help shape workforce planning and resource allocation across a complex portfolio of digital and technology initiatives. Working within the Portfolio Management Hub, you'll lead resource planning activities, helping to identify current and future capability needs while balancing demand across projects, programmes and service lines.

Key Responsibilities include, but are not limited to:

  • Leading the development and implementation of resource and capability activities across one or several projects, programmes, portfolios and service lines.
  • Building and maintaining key stakeholder relationships to secure and deploy resources.
  • Ensuring timely and accurate reporting on resource and capability activities to support departmental resourcing efforts, and update in the Resource Allocation Committee on resource data and metrics.
  • Leading the identification of required resource levels, skills, competencies, and skill gaps for both new and existing staff.
  • Employer pension contribution of 28.97% of your salary.
  • 25 days annual leave, increasing by 1 day each year of service (up to a maximum of 30 days annual leave).

About you

To be successful in this role you will need to have the following experience:

  • Resource planning and workforce management: Experience of planning, forecasting and managing resource demand and capacity across projects, programmes, portfolios or service lines.
  • Stakeholder engagement and influencing: Experience of building effective relationships with stakeholders to understand resource requirements, resolve competing priorities and secure appropriate resource allocation.
  • Data analysis and reporting: Experience of using digital data, metrics and management information to identify trends, forecast resource needs, highlight risks and support informed decision-making.
  • Use of digital resource management tools: Experience of using digital systems and software to support workforce planning, resource allocation, reporting and capacity management.
  • Identifying skills gaps and capability needs: Experience of assessing current and future workforce capability requirements, identifying skills gaps and supporting plans to address them.
  • Managing competing priorities and resource risks: Experience of balancing demand across multiple work areas, identifying resourcing risks and implementing effective mitigation plans.
