Job summary

GMCA's Greater Manchester Resilience Unit is seeking a Project and Policy Officer (Resilience) to coordinate cross-organisational projects, governance, and policy development. You will work with multi-agency teams, local authorities, GMCA, and voluntary sector partners to implement the GM Resilience Strategy.

The role emphasizes collaboration with national bodies and resilience organisations, delivering robust project plans, and maintaining timely governance across GM communities.

Qualifications

• Experience of project management and initiatives involving multiple partners.
• Experience of civil contingencies, resilience, emergency planning in a public sector setting.
• Knowledge of multi-agency resilience arrangements and emergency management structures.
• Strong analytical skills to interpret complex information and inform recommendations.
• Experience working across organisational boundaries to build effective partnerships.
• Ability to communicate complex information to senior leaders and governance groups.
• Excellent organisational skills to manage multiple projects and priorities.
• Strong problem-solving, planning and decision-making abilities.

Responsibilities

• Manage all project plans and documentation with record keeping and version control.
• Support policy leads by aligning local strategy with statutory requirements.
• Carry out research, analysis and intelligence to support strategy development.
• Produce high-quality reports and briefings from multiple sources.
• Draft high-level correspondence and presentations for the Chief Resilience Officer.
• Support leadership with development and continuous improvement of the GM Resilience Strategy.
• Build and maintain relationships with internal teams, national government and partners.
• Research and share innovative approaches for GM resilience.
