Job summary

Greater Manchester Combined Authority (GMCA) is seeking a Strategic Policy and Programme Manager to shape and deliver priority programmes for stronger communities and the Live Well agenda. You will coordinate across local authorities, public services, voluntary groups and partners to develop innovative solutions that reduce tensions and boost cohesion.

Qualifications

• Experience of developing and delivering public policy, programmes or strategy.
• Strong understanding of community cohesion, inclusion and engagement.
• Experience of working with communities and voluntary organisations.
• Excellent stakeholder management and influencing skills.
• Strong analytical skills with ability to translate information into recommendations.
• Experience managing programmes, projects, contracts or grants.
• Understanding of local government and public service challenges.
• Excellent written and verbal communication.
• Ability to manage competing priorities in a fast-paced environment.

Responsibilities

• Lead the development and delivery of strategic programmes that support community cohesion and Live Well priorities.
• Manage complex projects and partnerships across Greater Manchester.
• Develop evidence-based policy recommendations and strategic reports for senior decision-makers.
• Engage with communities and partners to address tensions, disinformation and hate.
• Support the development of Greater Manchester's Cohesion Needs Assessment.
• Oversee commissioning, grant funding and procurement activity.
• Build strong relationships with local authorities, safety partners, government departments and community organisations.
• Identify and secure external funding opportunities.
• Represent GMCA at regional and national meetings, boards and events.
• Support the Deputy Mayor's priorities through research, analysis and programme delivery.
