Job summary

GMCA, based in Greater Manchester, is seeking an experienced Risk and Assurance Lead (Resilience) to strengthen the region’s ability to anticipate, assess and manage current and emerging risks. The role sits within the Resilience Directorate and works with partners across the GM Resilience Forum to support preparedness, planning and continuous improvement.

Qualifications

• Experience in civil contingencies, resilience or emergency planning within complex public sector environments.
• Knowledge of multi-agency resilience arrangements and emergency management structures.
• Experience developing risk assessment, assurance, governance or performance frameworks.
• Strong analytical skills and ability to present evidence-based recommendations.
• Ability to communicate complex information to senior leaders and governance groups.
• Experience building partnerships and working across organisational boundaries.

Responsibilities

• Inform multi-agency risk assessment processes and identify risks, threats and vulnerabilities.
• Maintain and update the Community Risk Register with latest evidence and guidance.
• Oversee risk prioritisation and ensure risk assessments inform emergency planning and business continuity.
• Develop assurance and performance frameworks for preparedness and resilience.
• Provide expert advice on civil contingencies risks, interdependencies and threats.
• Lead production of risk briefings and reports for senior leaders and governance groups.
• Coordinate lessons learned and drive continuous improvement from incidents and exercises.
