Job summary

Civic Recruitment Limited represents Blaenau Gwent County Borough Council in seeking an experienced Planning Policy lead to guide the Local Development Plan from preparation through to delivery. The postholder will manage a small team, provide expert policy advice, and ensure compliance with statutory requirements and the Delivery Agreement.

Qualifications

• Degree (or equivalent) in Town Planning or a related discipline.
• Eligibility for full membership of the RTPI.
• Proven experience in development planning or planning policy in the public sector.
• Strong understanding of the development plan process and statutory frameworks.
• Ability to manage and supervise staff.
• Excellent written and verbal communication skills.
• Ability to work independently and manage deadlines.
• Analytical and research skills with demographics and land use data.
• Proficiency in ICT and planning systems.
• Ability to represent the organisation in formal settings.

Responsibilities

• Lead the preparation, delivery, implementation, and monitoring of the Local Development Plan with compliance to statutory requirements and the Delivery Agreement.
• Manage a small team delivering development planning and policy work with leadership and performance management.
• Prepare and update guidance documents and development briefs for key sites.
• Undertake research and analysis of development trends and land use.
• Provide expert planning policy advice to internal and external stakeholders and elected members.
• Represent the Council at regional and national planning meetings and forums.
• Prepare evidence and represent the Council at examinations, hearings, and inquiries.
• Ensure policies align with strategic objectives and sustainable development outcomes.
• Interpret complex planning data to inform policy development and decision making.
• Collaborate with councillors and partners to support plan delivery.
• Promote equality, safeguarding, and continuous service improvement.
