Job summary

Diamond Blaque HR Solutions is seeking an experienced Programme Manager Business Partner to lead complex, high-value regional programmes across the Cardiff Capital Region and deliver measurable economic and social outcomes.

You will translate strategy into delivery by overseeing governance, mobilisation, budgets, delivery partners, risk management, change management and benefits realisation in a politically sensitive, multi-partner environment.

Qualifications

• Proven success leading complex programmes, projects or portfolios.
• Strong knowledge of recognised programme and project management principles and methodologies.
• Experience managing budgets, contracts, funding and delivery partners.
• Confidence influencing senior leaders across organisational boundaries.
• Experience producing business cases, strategic plans or funding proposals.
• Excellent leadership, communication, planning and problem-solving skills.
• A degree-level qualification or equivalent relevant programme management experience.

Responsibilities

• Lead complex programmes and projects from mobilisation through delivery and benefits realisation.
• Create programme roadmaps, delivery plans, governance structures, PMO controls and performance frameworks.
• Manage budgets, resources, programme risks, issues, dependencies and organisational change.
• Coordinate workstreams, delivery partners, local authorities, government bodies and senior stakeholders.
• Develop HM Treasury Green Book business cases, investment proposals, funding submissions and executive briefings.
• Oversee grant funding compliance, public procurement, contract management and supplier performance.
• Lead multidisciplinary teams and promote accountability, collaboration and continuous improvement.
