Job summary

Diamond Blaque HR Solutions is seeking an experienced Programme Manager – Business Partner to lead regional programmes across the Cardiff Capital Region. The role suits senior project/portfolio leaders with strong public-sector and stakeholder-management experience.

You will drive complex programmes from mobilisation to benefits realisation, developing roadmaps, governance, and PMO controls while coordinating with authorities, funders and senior stakeholders in a hybrid working setup in Wales.

Qualifications

• Proven success leading complex programmes, projects or portfolios.
• Strong knowledge of recognised programme and project management principles and methodologies.
• Experience managing budgets, contracts, funding and delivery partners.
• Confidence influencing senior leaders across organisational boundaries.
• Experience producing business cases, strategic plans or funding proposals.
• Excellent leadership, communication, planning and problem-solving skills.
• A degree-level qualification or equivalent relevant programme management experience.

Responsibilities

• Lead complex programmes and projects from mobilisation through delivery and benefits realisation.
• Create programme roadmaps, delivery plans, governance structures, PMO controls and performance frameworks.
• Manage budgets, resources, programme risks, issues, dependencies and organisational change.
• Coordinate workstreams, delivery partners, local authorities, government bodies and senior stakeholders.
• Develop HM Treasury Green Book business cases, investment proposals, funding submissions and executive briefings.
• Oversee grant funding compliance, public procurement, contract management and supplier performance.
• Lead multidisciplinary teams and promote accountability, collaboration and continuous improvement.
