Our client is looking for an experienced Programme Management Business Partner
Hybrid working with the ability to travel across the South East Wales region essential
Strategic Programme Leadership
- Lead the development, delivery and continuous improvement of complex programmes and projects ensuring benefits are realised and activities contribute to agreed policy, economic and regional outcomes.
- Develop and maintain programme roadmaps and delivery plans to support successful implementation.
- Apply strategic thinking, sound judgement and problem-solving skills to address complex challenges, remove barriers and maximise programme outcomes.
- Demonstrate flexibility and adaptability in responding to emerging priorities, risks, evolving policy landscapes and stakeholder requirements, ensuring programmes remain effective and outcome focused.
Stakeholder engagement and partnership working
- Build and maintain strong relationships with CCR colleagues, government departments, local authorities, delivery partners, private sector organisations and funding bodies.
- Facilitate collaboration across multiple stakeholders to achieve programme objectives
- Influence and negotiate with senior stakeholders to secure commitment.
- Navigate a politically sensitive and multi-stakeholder environment, bringing clarity, coherence and confidence to programme planning, decision making and delivery
Programme Delivery and Management
- Lead the full programme lifecycle for complex strategic programmes ensuring compliance with funding agreements, grant conditions and organisational governance requirements
- Use strategic foresight taking a proactive approach to planning and delivery, identifying future risks, dependencies and opportunities, implementing appropriate mitigation or improvement actions.
- Develop and maintain programme plans managing scope, timelines, budgets, resources, dependencies, risks and issues, to ensure successful delivery of programme objectives.
- Oversee budget management, financial forecasting and expenditure monitoring, ensuring effective use of resources and value for money.
- Coordinate multiple workstreams, partners and stakeholders to ensure activities are aligned and delivered effectively.
Monitoring, Evaluation & Reporting
- Be accountable for programme performance, milestones and key performance indicators. Implementing corrective actions and mitigation plans where required.
- Monitor and drive realisation of programme benefits, ensuring intended economic organisational and regional benefits are realised
- Use data-driven insight to identify emerging risks, performance deviations and opportunities for programme enhancements.
- Provide clear accurate reporting
- Prepare high-quality reports, cabinet papers, briefings and recommendations for senior leadership, boards and external stakeholders.
- Lead the development of high-quality business cases, investment proposals and funding submissions.
- Collaborate effectively with supporting teams within CCR, and with external stakeholders to develop compelling cases for investment.
- Ensure business cases comply with relevant frameworks, including HM Treasury Green Book Principles and other applicable funding and governance requirements.
- Apply robust analytical and conceptual reasoning to develop clear, evidence-based cases for investment, ensuring strategic fit, economic value, market opportunity and long-term sustainability.
- Lead the design and oversight of procurement activities for programme delivery and commissioned services
- Manage relationships and contracts with suppliers, consultants and delivery partners.
- Monitor contract performance and ensure delivery against agreed objectives.
- Ensure value for money and adherence to procurement and contract management requirements.
- Provide leadership and line management to team members, setting clear expectations, developing capability and embedding CCR’s values, behaviours and commitment to Equality, Diversity & Inclusion.
- Ensure team objectives are aligned to CCR’s delivery plan and that work is prioritised effectively to maximise regional benefit.
- Support the development of project and programme management capability across the organisation
