Job summary

Carmichael UK invites an experienced Quantity Surveyor to join a major Network Rail framework in the Oxford area. The role supports commercial delivery across civils, bridges, piling, groundworks, steelwork, lifts and M&E works, with NEC contracts and multiple work packages.

Ideal candidates will have infrastructure experience, strong cost management, and track record with NEC contracts, plus rail/public-sector exposure. Permanent role, with temp-to-perm option available.

Qualifications

• QS qualification or apprenticeship route required.
• Experience in construction or infrastructure.
• Experience with NEC contracts.
• Strong commercial and cost management skills.
• Excellent communication and stakeholder management.
• Rail and/or highways experience with public-sector clients.
• Exposure to Network Rail, TfL or similar infra clients.
• Experience on rail station or rail infrastructure projects.
• Experience with groundworks, civils, M&E and/or structural steel.
• Experience with Tier 1 or major Tier 2 frameworks.
• Familiarity with COINS and/or CEMAR.
• Pursuit of RICS accreditation.

Responsibilities

• Manage the day-to-day commercial aspects of the project
• Administer and manage the NEC Option C contract with Network Rail
• Manage subcontract procurement and package awards
• Commercially manage subcontractors under NEC A/E and bespoke contracts
• Prepare and manage client applications and valuations
• Manage change control and compensation events
• Produce forecasts, cost reports and internal commercial reporting
• Manage subcontractor accounts, payments and final accounts
• Identify and manage commercial risks and opportunities
• Develop relationships with Network Rail and supply-chain partners
• Support project close-out and final account agreement
