Job summary

Sphere Solutions is seeking a Quantity Surveyor to support commercial tasks on projects in South Wales. The role covers contract administration, cost control, procurement, and reporting to improve project profitability.

You will work with a project team, ensuring timely cost information, accurate cashflow, and compliance with NEC3/4 contract standards. A background in Civil Engineering and CSCS certification are advantageous.

Qualifications

  • A Degree or relevant Higher Qualification or enrolled onto a relevant course and ongoing.
  • Relevant experience in a similar role, with Civil Engineering sector being advantageous.
  • Experience of NEC3/4 forms of contracts.
  • Membership of a relevant professional body or working towards full membership if not already attained.
  • Knowledge of construction methodologies and CDM regulations.
  • CSCS card is desirable and safety-focused.

Responsibilities

  • Comply with company procedures and ensure contracts are in place before commencement.
  • Submit cost plans and manage cost information per period for allocated projects.
  • Oversee procurement processes with suppliers and sub-contractors and maintain records.
  • Prepare and submit cashflow and payment applications with certificates and receipts.
  • Support project teams to improve forecast gross margin and profit targets.
  • Maintain timely project documentation and change management records.

To support and fulfil the commercial requirements of project(s) delivered under the DCWW Framework, including the provision of pre-contract support where required. Provide support to the Line Manager with duties and works commensurate with the role.

Principal Accountability

The Quantity Surveyor is accountable for, but not limited to, the following within each project(s):

  • Supporting commercial and operational staff with maximising attendance and performance.
  • Take ownership and achieve minimum set/agreed forecast gross site margin. Contribute to completing improvement actions with the project team when project(s) are not achieving set/agreed forecast gross site margin.
  • Take ownership and achieve minimum set/agreed forecast profit. Contribute to completing improvement actions with the project team when project(s) are not achieving set/agreed forecast profit.
  • Timely production, maintenance, and submission/presentation of financial information each reporting period for allocated project(s)
  • Experience of the processes and requirements of supplier and sub-contractor procurement. Complying with requests to complete as required.
Detailed Responsibilities
  • Comply with and encourage commercial staff to also comply with the company procedures.
  • Ensure a contract is in place for project(s) in advance of commencement of the works. Knowledge of the contract form(s) being used on allocated project(s).
  • Ensure a purchase order is in place for project(s) in advance of commencement of works.
  • Timely submission of applications for payment and receipt of certificates and cash on allocated project(s). Provide reporting information on status of applications/certificates/cash as required.
  • Create, maintain and timely submission of project(s) cashflow per period.
  • Organises own workload, and if subordinate commercial staff are allocated, efficiently and effectively delegating. Support provided by Line Manager.
  • Ensuring you are in full possession of information needed prior to engaging in negotiation and agreements, supporting others as required.
  • Create, maintain, and submit periodic cost information, to also include provision of Whole of Life (WoL) cost, value and GSM forecast on project(s), in accordance with Best Practice Guidelines.
  • Experience of the process and requirements of change management. Compiling Notices, evaluation, and agreement.
  • Understand the importance of record keeping on a construction project(s) and ensuring that accurate records of works are being produced and maintained on each project(s).
  • Experience of compiling and using Bills of Quantities and Activity Schedules, as appropriate.
  • Understand the different types of programmes used on a project and provide input and comments on the Contract Programme and Programmes for Acceptance, prior to the timely submission for each project(s).
  • Experience of the process and requirements of Subcontract management to include the timely issue of Payment Notices and/or Pay Less Notices against Subcontract assessments, and agreement of final accounts. Supporting others to comply with requirements, as required.
  • Pre-contract involvement, as required, for timely submission of cost planning, pricing works or tenders.
  • Knowledge of the process and requirement that contract contracts and sub-contracts provide for the minimum insurance requirement on the project(s).
Required Experience, Knowledge, Qualifications, And Training
  • A Degree or relevant Higher Qualification or enrolled onto a relevant course and ongoing.
  • Relevant experience in a similar role, with Civil Engineering sector being advantageous. Any other relevant construction experience may also be taken into consideration. Experience of NEC3/4 forms of contracts
  • Membership of a relevant professional body or working towards full membership if not already attained.
  • Knowledge of relevant construction methodology commensurate with industry experience, learning from current project(s) and supporting other commercial staff in utilising the opportunity to learn new methodologies.
  • A passion for safety evidenced by a minimum requirement of a CSCS card commensurate with position.
  • See things from the customer’s perspective and address underlying customer needs. Maintain regular contact with client counterpart to benefit company relationship.
  • Initiate improvements, spot opportunities to develop new ideas and improve performance.
  • Knowledge of latest Construction, Design and Management Regulations (CDM)
