Job summary

Advance Training & Recruitment Services invites a skilled Quantity Surveyor to drive commercial delivery on major infrastructure projects in the Tees Valley. You will lead cost control,CVRs, final accounts, procurement, and subcontract management to ensure contractual and financial objectives are met.

You will analyse budgets, prepare reports, support value engineering, and collaborate with clients and subcontractors. A degree is required; chartered status and driving licence are desirable.

Qualifications

  • Degree in Quantity Surveying or related discipline.
  • Experience as a Quantity Surveyor in construction, civil engineering, rail or infrastructure.
  • Strong cost control and commercial management knowledge.
  • Experience with subcontract procurement and account management.
  • Familiarity with NEC and/or JCT contracts; Valuations, variations and final accounts.
  • Excellent communication and negotiation skills; Proficient MS Office (Excel).
  • Full UK driving licence.

Responsibilities

  • Manage commercial aspects of projects from tender through final account.
  • Monitor costs, budgets, forecasts and profitability; prepare CVRs and reports.
  • Administer contracts, variations and change control; maintain records.
  • Handle procurement, subcontract selection and payments; monitor performance.
  • Provide commercial input in planning, mobilisation and dispute resolution.

Job description

Role Overview

We are seeking an experienced Quantity Surveyor to support the commercial delivery of construction and infrastructure projects from pre-construction through to final account. The successful candidate will be responsible for cost management, contract administration, procurement, subcontract management, and financial reporting, ensuring projects are delivered commercially, contractually, and in line with business objectives.

The role requires a commercially minded individual with strong analytical skills, excellent attention to detail, and experience working within construction, civil engineering, rail or major infrastructure environments.

Key Responsibilities
Commercial Management
  • Manage the commercial aspects of allocated projects from tender award through to final account.
  • Monitor project costs, budgets, forecasts, and profitability.
  • Prepare monthly Cost Value Reconciliations (CVRs), applications for payment, and financial reports.
  • Manage project cash flow and monitor commercial performance.
  • Identify and manage commercial risks and opportunities.
Pre-Construction Support
  • Assist with cost planning, budgeting, and tender reviews.
  • Support procurement activities and subcontract package preparation.
  • Review tender documentation, specifications, and drawings.
  • Assist with value engineering and cost-saving initiatives.
  • Provide commercial input during project planning and mobilisation.
Contract Administration
  • Administer contracts in accordance with NEC, JCT, or other standard forms of contract.
  • Prepare, assess, and negotiate variations, compensation events, and change control.
  • Maintain accurate contract records and supporting documentation.
  • Assist with the preparation and agreement of final accounts.
Procurement & Subcontract Management
  • Prepare enquiries and obtain quotations from suppliers and subcontractors.
  • Evaluate tenders and support subcontractor selection.
  • Prepare subcontract orders and manage subcontractor accounts.Assess subcontractor applications and certify payments.
  • Monitor subcontractor performance and contractual compliance.
Client & Stakeholder Management
  • Build and maintain positive relationships with clients, consultants, suppliers, and subcontractors.
  • Attend commercial and project meetings.
  • Support dispute resolution and commercial negotiations where required.
  • Provide commercial advice to operational teams.
Reporting & Governance
  • Produce accurate commercial reports in line with company procedures.
  • Maintain commercial records and documentation.
  • Ensure compliance with company governance and contractual requirements.
  • Support commercial audits and continuous improvement initiatives.
Essential Skills & Experience
  • Degree (BSc or MSc) in Quantity Surveying or a related discipline.
  • Experience working as a Quantity Surveyor within construction, civil engineering, rail or infrastructure.
  • Good understanding of commercial management and cost control.
  • Experience with subcontract procurement and account management.
  • Knowledge of NEC and/or JCT contracts.
  • Experience preparing valuations, variations, CVRs, and final accounts.
  • Strong commercial awareness and analytical skills.
  • Excellent communication and negotiation skills.
  • Proficiency in Microsoft Office, particularly Excel.
  • Full UK Driving Licence.
Desirable Qualifications & Experience
  • Working towards or holding Chartered status (MRICS, MCIOB, MCInstCES).
  • Experience working on major infrastructure, highways, rail or major construction.
  • Knowledge of NEC4 contracts.
  • Experience using commercial management software such as CEMAR, COINS, Causeway, or similar.
  • CSCS Professionally Qualified Person Card.
