Balfour Beatty plc is seeking a Quantity Surveyor to drive commercial performance on a major live healthcare project in Birmingham. You will manage subcontract accounts, value works and prepare robust estimates while collaborating with operations, design and commercial teams.

Experience in constrained environments such as hospitals or other critical facilities is essential. Strong stakeholder management and use of digital commercial systems will support delivering value with minimal disruption

Qualifications

• Degree qualified in Quantity Surveying or equivalent experience in construction/MEP
• Experience delivering commercial outcomes on major construction/infrastructure projects
• Strong cost control, value management and procurement knowledge
• Familiarity with contract forms, commercial reporting and change management
• Ability to manage risk, delay and disruption on complex projects
• Proven ability to build relationships with clients, stakeholders and supply chain

• Holds CSCS Card (Academically/Professionally Qualified) or working towards

Responsibilities

• Manage all commercial activity within area of responsibility and comply with governance
• Measure, value and reconcile works; prepare cost reports
• Prepare Bills of Quantities and robust estimates from first principles

About the role

Join Balfour Beatty as a Quantity Surveyor and play a key role in the successful delivery of a major project within a live healthcare environment in Birmingham. This is an exciting opportunity for a commercially focused professional with either an MEP or construction background to contribute to a complex, high-profile scheme where collaboration, innovation and excellence are at the heart of everything we do. You'll be joining a project that requires careful planning, stakeholder management and commercial expertise within a highly operational setting, where maintaining business continuity is critical throughout construction activities.

We are particularly interested in candidates who have experience working in constrained or live environments such as hospitals, airports, schools, universities, data centres, manufacturing facilities or other operational sites where works must be delivered safely and efficiently alongside day-to-day activities. Your ability to navigate the unique challenges of these environments, manage risks, engage with stakeholders and drive commercial performance will be essential to the success of the project.

As part of an experienced and supportive project team, you’ll work closely with operational, design and commercial colleagues to maximise value, manage subcontractor relationships and ensure commercial objectives are achieved throughout the project lifecycle. What you'll be doing

• Managing all commercial activities within your area of responsibility, ensuring full compliance with Balfour Beatty's governance requirements, commercial processes and digital systems.

• Measuring, recording and valuing works in accordance with contractual requirements, whilst preparing cost reconciliations, cost and value reports, and supporting the accurate commercial management of the project.

• Interpreting drawings, specifications and technical information to prepare Bills of Quantities, schedules of rates and robust estimates from first principles.

• Working closely with project, operational, design and delivery teams to monitor progress against weekly and monthly programmes, ensuring commercial activities align with project milestones and objectives.

• Managing and administering subcontract accounts, including measurement of works, assessment of applications and agreement of final accounts, while building strong relationships across the supply chain.

• Supporting procurement activities by gathering and analysing information, preparing tender documentation, evaluating subcontract enquiries and assisting with the appointment of specialist contractors.

• Managing customer and stakeholder relationships within your area of responsibility, ensuring commercial decisions support both project objectives and client expectations.

• Contributing to the successful delivery of a complex project within a live healthcare environment, balancing commercial performance with the operational needs of a critical facility.

• Identifying and managing commercial risks and opportunities, including an understanding of delay, disruption and change management processes.

• Collaborating with a wide range of stakeholders to ensure construction activities are delivered safely and efficiently with minimal disruption to ongoing operations.

• Applying experience gained within constrained, operational or live environments such as hospitals, airports, schools, universities, data centres, manufacturing facilities or similar settings where business continuity is essential.

• Supporting the commercial delivery of MEP and construction packages, driving value, controlling costs and ensuring high standards of quality throughout the project lifecycle.

Who we're looking for

• Degree qualified in Quantity Surveying (BSc/MSc) or able to demonstrate equivalent commercial experience gained within the construction, building services or MEP sectors.

• Previous experience as a Quantity Surveyor on major construction or infrastructure projects, ideally within live and constrained environments such as healthcare facilities, airports, schools, universities, data centres, manufacturing facilities or other operational settings.

• Experience managing the commercial delivery of construction and/or MEP packages, with a strong understanding of cost control, value management, subcontract administration and procurement processes.

• Strong knowledge of forms of contract, commercial reporting, change management and the management of risk, delay and disruption on complex projects.

• Ability to build and maintain positive relationships with clients, stakeholders, subcontractors and project teams whilst working within a high-profile, customer‑focused environment.

• Experience working collaboratively with project delivery, design and operational teams to achieve programme, cost and quality objectives whilst minimising disruption to ongoing operations.

• Proficient in the use of digital commercial management systems and able to analyse cost, value and project performance data to support informed decision‑making.

• Understanding of the unique challenges associated with delivering works in live environments, including stakeholder management, operational constraints and business continuity requirements.

• Holds a valid CSCS Card (Academically Qualified/Professionally Qualified Person) or equivalent.

• Chartered status (MRICS, MCIOB or MCInstCES) or currently working towards professional accreditation.

• A proactive and commercially astute individual with excellent communication skills, strong attention to detail and a desire to develop their career with one of the UK's leading construction and infrastructure businesses.
