About The Role

Balfour Beatty is looking for an experienced Managing Quantity Surveyor to join our Regional Civils division, supporting a range of projects across the Central and South East region. This is a senior commercial position with responsibility for ensuring strong commercial and contractual control across projects, working closely with operational teams and key stakeholders to drive effective commercial performance. You’ll lead and coordinate commercial activity, managing a small team of Quantity Surveyors either on a major project or across a portfolio of projects, depending on location and workload. As Managing Quantity Surveyor, you’ll provide commercial leadership, guidance and support to the wider Quantity Surveying team and Project Directors and Managers, helping to manage contractual obligations, commercial risk, change control, cost performance and project outcomes throughout the delivery lifecycle. It’s an excellent opportunity for an established commercial professional looking to take a leading role within Regional Civils, combining hands‑on project involvement with team leadership and wider commercial responsibility across the Central and South East portfolio.

  • Lead and manage the commercial performance of projects, ensuring appropriate commercial and contractual control is maintained throughout delivery.
  • Manage, support and develop a team of Quantity Surveyors, providing commercial guidance to the wider project team and Project Directors/Managers.
  • Work closely with Project Management teams to develop and implement the commercial strategy, protecting project profitability and delivering required margins.
  • Manage project cost and value reporting, ensuring financial information is accurate, up to date and aligned with budgets, tender allowances and commitments.
  • Produce accurate cost-to-complete forecasts, continually monitoring projected costs against agreed budgets.
  • Take ownership of change control, ensuring variations are identified, valued, submitted and converted into agreed contractual change in a timely manner.
  • Proactively manage cash flow, valuations and applications for payment, ensuring submissions are accurate and made in accordance with contractual requirements.
  • Maintain robust commercial records to support variations, contractual entitlements and claims where required.
  • Lead the subcontract procurement and tendering process, including subcontractor selection, commercial evaluation and preparation of appropriate contract documentation.
  • Ensure subcontract packages appropriately reflect and step down relevant Main Contract obligations, with subcontract accounts managed in accordance with agreed terms and conditions.
  • Manage commercial interfaces with customers, subcontractors, supply chain partners and internal teams, ensuring information is provided effectively and on time.
  • Provide accurate monthly cost and value reporting and contribute to formal project reviews with the Project Management team.
  • Lead the preparation, negotiation and agreement of final accounts, including the resolution of subcontractor final accounts.
  • Ensure projects operate in accordance with company commercial procedures, BMS requirements and Group Minimum Commercial Expectations.
  • Where appropriate, utilise BIM to support progress monitoring, commercial reporting, change management and variation control, while encouraging effective supply chain integration.
  • Ensure all commercial activities are undertaken in accordance with company health, safety and environmental procedures, maintaining a relentless focus on Zero Harm.
  • Support the delivery of wider sustainability objectives and demonstrate Balfour Beatty’s values in the day-to-day leadership of the commercial function.
