Job summary

TÜV Rheinland is seeking an experienced QHSE Local Officer to join our Accreditation/Quality and Health/Safety/Environmental team in Warrington or Solihull. You will implement QM guidelines, maintain accreditation processes and lead QM/HSE experts to ensure regulatory compliance and continuous improvement.

You will provide expert advice to managers, lead investigations, manage audits, and drive KPI achievement across regional operations.

Qualifications

  • Proven experience in Quality Management Systems (QMS) and Accreditation.

Job Description

We are seeking an experienced and accredited QHSE Local Officer to join our growing Accreditation/Quality and Health/Safety/Environmental Team, based in either our Warrington or Solihull office.

In this role, you will be responsible for implementing and maintaining Quality Management and Accreditation guidelines, processes, and tools. You will also provide expert advice and support to managers and employees on HSE matters. To support you in this responsibility, you will lead and coordinate a team of QM/HSE experts, providing guidance and ensuring effective collaboration and delivery.

Key Responsibilities
  • Ensure the business complies with all applicable local, national, and industry-specific regulations.
  • Develop, implement, and maintain the local HSE Management System in alignment with the TÜV Rheinland Corporate HSE Management System.
  • Maintain the HSE Management System to support certification requirements for ISO 45001 and ISO 14001.
  • Advise managers and employees on the prevention of accidents, near misses, and environmental incidents.
  • Ensure risk assessments are completed for all locations and activities in accordance with legal requirements, and that effective control measures are implemented to mitigate identified risks.
  • Develop and deliver in-house health, safety, and environmental awareness training.
  • Coordinate investigations into personal injuries, environmental incidents, near misses, and other related events.
  • Prepare reports, monitor incident statistics, and communicate HSE performance to internal and external stakeholders.
  • Take responsibility for achieving regional and country HSE objectives, targets, and KPIs.
  • Act as the central point of contact for local management and employees on all HSE-related matters.
Regarding QM/AC
  • Support the achievement and maintenance of TÜV Rheinland Group ISO 9001 certification and relevant local accreditations (ISO 17020, ISO 17065, ISO 17024)
  • Acting as part of the local contact with the Accreditation Body (UKAS)
  • Collect and consolidate AQM KPI/data and support the monitoring and improvement of process efficiency.
  • Ensure the implementation, maintenance, and continual optimization of the Quality Management (QM) system.
  • Conduct internal audits, and prepare for and support external audits.
  • Provide input into the global management review process.
  • Support business areas in the investigation of complaints and ensure complaint management is implemented in line with the global complaint management process.
  • Ensure timely follow-up of QM actions arising from complaint management, audits, performance monitoring, and risk management.
  • Contribute to defined AQM improvement projects, including lessons learned and best practice sharing.
  • Support and deliver communication and training activities related to AQM.
  • Carry out any other duties as reasonably assigned.
Requirements
Mandatory:
  • University degree, preferably in Engineering.
  • Proven experience in Quality Management Systems (QMS) and Accreditation
  • Solid knowledge of quality management standards and accreditation requirements, such as ISO 9001 and ISO 170XX standards
  • Experience in implementing, maintaining, and continuously improving Quality Management Systems and related processes.
  • Experience managing accreditation processes, including preparation for assessments, audits, follow-up of findings, and implementation of corrective actions.
  • Strong understanding of internal and external audit processes and experience acting as a key contact for accreditation bodies and auditors.
  • Ability to develop, implement, and maintain quality procedures, guidelines, tools, and documentation.
  • Strong analytical and problem-solving skills, with a structured and continuous-improvement mindset.
  • Ability to coordinate and influence different stakeholders across the organization and work effectively with local and international teams.
  • Excellent communication and interpersonal skills, with the ability to provide expert advice and support to managers and employees.
  • Experience coordinating or leading teams is a strong asset.
  • Ability to work independently, prioritize multiple activities, and ensure compliance with deadlines and requirements.
Desirable:
  • Degree in occupational safety / environmental protection as well as recognized operational HSE qualification, which allows membership in a professional association.
  • Good knowledge of laws and regulations.
  • Relevant experience in HSE topics.
  • Familiar with ISO 14001 and ISO 45001 standards.
  • Auditor qualification in ISO 14001 and ISO 45001
