Job summary

JLA Resourcing Ltd is seeking an experienced Programme Manager / Transformation Leader for a high-profile public sector transformation programme in the UK. The role sits above a multidisciplinary team and drives end-to-end service redesign from discovery through to implementation, embedding a GDS-inspired methodology across the programme.

You will lead complex workstreams, manage dependencies, and work across operations, technology, HR and finance.

Qualifications

• Experience leading end-to-end service redesign in a large public sector.
• Proven ability to translate transformation methodology into practical programmes.
• Knowledge of GDS principles and service design approaches.
• Ability to lead multidisciplinary teams and manage dependencies.

Responsibilities

• Provide overall programme leadership across complex service redesign.
• Establish structure, sequencing and delivery rhythm.
• Translate transformation methodology into practical programme approach.
• Direct Project Managers, Business Analysts and Service Designers.
• Coordinate transformation across operations, tech, process, organisational design, HR, finance and data.
• Ensure discovery, analysis, service design, business case development, implementation and benefits realisation happen in sequence.
• Identify and manage dependencies between services and workstreams.
• Maintain governance, risks, issues and decisions.
• Challenge activities disconnected from the overall transformation outcome.
• Ensure transformation leads to executable organisational change.
• Provide leadership and coaching to the wider transformation team.
