Job summary

Civic Recruitment Limited is seeking an experienced Programme Manager to lead the service systems transition within the Local Government Reorganisation (LGR) programme, coordinating across services, IT and data teams, suppliers and stakeholders.

You’ll drive governance, risk and dependency management, ensuring readiness for Vesting Day and delivering milestones with strong leadership across multidisciplinary teams.

Qualifications

• Degree-level qualification or equivalent relevant experience in programme/project/transformational management.
• Significant experience delivering complex programmes within large organisations.
• Proven ability to lead multidisciplinary teams and coordinate stakeholders in a matrix environment.
• Strong plans, milestones, risks, issues, dependencies, resources, budgets, and governance experience.
• Experience of service/system transition, transformation, or technology-enabled change programmes.
• Excellent communication, written and verbal, with governance documentation proficiency.

Responsibilities

• Lead planning, coordination, and delivery of service systems transition across an LGR portfolio.
• Develop transition plans, roadmaps, delivery schedules, and milestones.
• Assess and prioritise systems, classify transitions, and agree activities.
• Lead readiness assessments and implementation plans for Vesting Day.
• Coordinate service representatives, BAs, IT/Data specialists, and suppliers.
• Establish ownership, deliverables, and timescales across workstreams.
• RAID management for risks, issues, dependencies, and blockers.
• Provide reporting and assurance to programme boards and governance forums.
• Develop governance papers, logs, and audit trails for transition activity.
• Capture requirements and dependencies with service leads and SMEs.
• Develop resource plans, capacity, and delivery requirements.
• Manage stakeholder engagement across services, teams, suppliers, and partners.
• Influence and negotiate with senior stakeholders to maintain momentum.
• Support financial management, cost forecasting, and supplier cost assessment.
• Identify opportunities to improve service delivery and value for money.
