Job summary

Arts Council seeks a Head of Procurement to lead public sector sourcing, ensuring compliance with regulations and delivering major procurement projects up to £5m. The role drives policy, savings and sustainability, shaping how goods and services are purchased.

You will train teams, manage frameworks, and embed diversity and social value across procurement activities, working in a hybrid model from Manchester or remote arrangements as needed.

Qualifications

• Substantial experience leading a procurement function with knowledge of Public Contract Regulations and OJEU.
• Professional procurement qualification or working towards (e.g., CIPS Advanced Diploma).
• Proficiency in procurement systems and Excel.

Responsibilities

• Lead the procurement function, develop organisational procurement plans, and collaborate with external partners including the CCS and DCMS.
• Create and manage framework agreements, identify pre-existing applicable frameworks, and develop ITT documentation with budget-holders.
• Implement robust contract management strategies and produce key management information.
