Job summary

IO Associates, in partnership with a leading consultancy within complex infrastructure, is recruiting a Senior Procurement Manager in London. This permanent role offers hybrid working and a salary up to £60k per annum.

You will shape procurement strategies, lead end-to-end sourcing, and advise clients to maximise value from their supply chains while developing the team and supporting business growth across major public and private sector programmes.

Qualifications

• MCIPS membership (or working towards) is preferred.
• Degree qualified with procurement/contracting experience on major programmes.
• Experience across full procurement lifecycle.
• Client-facing with ability to influence senior stakeholders.
• Knowledge of UK procurement regulations (PCR 2015, Utilities Regulations 2016, Procurement Act 2023) is desirable.

Responsibilities

• Shape procurement strategies across major programmes and complex infrastructure environments.
• Lead end-to-end sourcing delivery including requirements definition, tendering, evaluation and supplier selection.
• Support mobilisation activity and ensure robust commercial frameworks are in place.
• Drive value through supplier relationship management and ongoing contract performance management.
• Identify, assess and advise on contractual/commercial risks and mitigations.
• Promote procurement best practice and help clients enhance procurement/commercial capability.
• Engage and influence stakeholders across multidisciplinary teams, clients and supply chain partners.
• Support account growth through opportunity identification, proposal input and bid writing.
• Coach and develop colleagues within the team.

Senior Procurement Manager

iO Associates has partnered with a leading consultancy within complex infrastructure and major programmes. We are supporting the hire of a Senior Procurement Manager to help establish and grow Procurement expertise within the London Procurement & Commercial team, working across high-profile programmes in the public and private sector.

This is a client-facing, delivery-led role with a strong advisory element. You’ll shape procurement strategies, lead end-to-end sourcing activity, and help clients maximise value from their supply chain ecosystems, while driving sustainable commercial outcomes and supporting team development.

Key Responsibilities:

• Procurement strategy & advisory: Shape procurement and commercial strategies across major programmes and complex infrastructure environments
• End-to-end sourcing delivery: Lead requirements definition, tendering, evaluation and supplier selection activities
• Contract mobilisation & governance: Support mobilisation activity and ensure robust commercial frameworks are in place
• Supplier & contract management: Drive value through effective supplier relationship management and ongoing contract performance management
• Risk & commercial support: Identify, assess and advise on contractual/commercial risks and mitigations
• Continuous improvement: Promote procurement best practice and help clients enhance procurement/commercial capability
• Stakeholder leadership: Engage and influence stakeholders across multidisciplinary teams, clients and supply chain partners
• Business development: Support account growth through opportunity identification, proposal input and bid writing (where required)
• Mentoring & team development: Coach and support colleagues while helping build capability within the team

Requirements:

• Degree qualified, with MCIPS membership (or working towards)
• Proven procurement experience across major programmes / complex infrastructure (e.g., utilities, transport, energy, defence)
• Demonstrable experience across the full procurement lifecycle, including strategy, sourcing, tendering, mobilisation and supplier/contract management
• Strong understanding of contract forms such as NEC, JCT or FIDIC, with the ability to advise on commercial and contractual risk
• Strong commercial awareness and experience improving procurement outcomes and organisational capability
• Experience operating in a client-facing environment and influencing senior stakeholders across complex delivery environments

Desirable / Bonus:

• Knowledge of UK procurement regulations, including PCR 2015, Utilities Regulations 2016, and awareness of legislative changes introduced under the Procurement Act 2023
  Experience (or strong interest) in business development, client relationship management and bid/proposal support
  Background delivering across both public and private sector clients
